I have said this before in various ways, but I'll say it again. The only way I can think of to tame AIs is to make sure they are not self-sufficient, not stand-alone, but slaved to a human brain, or to the central feature of a human brain, related to motivation.
The brain is already in part a computer, slaved to other parts of the brain. I don't even know if a stand-alone computer is possible, because programming motivation seems such a formidable job. For example, imagine trying to write code to implement Asimov's idiotic laws of robotics.
