It was the exit of the driveway that I was refering to, although I have to admit I didn't realise there was a distinction between exit and
access. The point I was making was that, as you point out, it is an offence to obstruct the traffic flow on the highways & Byways - problem solved = double parking. I'm not sure under exactly what circumstances the council will place yellow lines and in which locations, but the use of such would be a method of control. With out having to resort to a general CPZ. I still see this as a revenue making exersize. I pay road tax, which I believe gives me the right to park and use the roads. How then, can the council justify asking me for money, so I can exersize that right?, (I say this despite the fact that it will not affect me directy).
