The model will depend on the number of loops in your system, where the sensors are etc. We don't know that. A simple model would be something like:

(G*exp(-s*T))/((tc0*s+1)(tc1*s+1))

which is a gain, a delay, a time constant for the sensor and a time constant for the heat capacity of the system.

I wouldn't use a fuzzy logic controller. Fuzzy controllers are just that, fuzzy. One can do better.
