Can PID be used as on-off controller?

The short answer is yes

Reduce the proportional band to 0%
(Increase the gain to infinity)

Decrease the repeats/min to 0
(Eliminates integral action)

Decrease Derivative action time to 0
(Eliminates derivative action)
