modem madness

The machine: PPC 8500, OS 8.1, 128mb RAM.
The Card: 100mhz Apple PC compatibility card
The modem: USRobotics 28.8 kbs
The problem: Can't get $@^&%$ Windows to recognize the modem!

I've got the PC Setup control panels set for Comm Port 1 and Windows is set to look for the Sportster modem on Comm Port 1 but all I get is "Windows Can't find modem".

Is there some secret mantra I need to chant? What's the word with you PC card mavens?
