As I wrote previously about using PCSetup 2.1.7f with DOS, you certainly could use it with Windows 3.x, but there really wouldn't be any point. Since PCSetup 2.1.7f includes 32-bit drivers, there wouldn't be any way to install those under 16-bit Windows 3.1 and therefore wouldn't serve any purpose. So, there really wouldn't be any reason not to use the Apple PCSetup 1.6.4 that you can download from ftp://ftp.apple.com/Apple_Support_Area/Apple_Software_Updates/English-North_American/DOS-Windows/DOS_and_PC_Compatibility_SW/
