That fix for Windows '95 sound settings is only for the Apple 12" PCI cards, not for any of the PDS cards (Apple nor Reply). I believe that the Reply PDS card uses a very similar sound card as the Apple/Reply 6100 DOS card. While it isn't exactly the same card, I think it is nearly the same.

Anyway, I think that it is quite common to get fragmenting on the startup sound with any DOS/PC Compatibilty card. I get it on the normal Windows '95 startup sound with my 166MHz Pentium PCI card. I think a lot of it has to do with the disk emulation in PCSetup and that Windows is still initializing a lot of things while it is playing the startup sound. It could be that your 6100 Windows setup is subtly different than your 8100 Windows setup enough to be making the difference. At least in my experiences, CPU speed had nothing to do with it...
