You can install PC Setup 1.6.4 directly. It isn't an upgrade but a complete new install. Just download the two disk images for PC setup 1.6.4 ( one for the Mac side & one for the PC side ). You can run the Mac installer from the disk image. You'll need to make a PC formatted floppy from the PC disk image to run the setup program on the PC side using Disk Copy.
