Have old mac with OS 9.1 and nonfunctional pc/card, help!

i have an old Power Macintosh 7300/180 PC Compatible. when i got the mac it had OS 9.1(and still does) on it and it doesn't detect the PC card. the origional software is long lost. i tried installing apple PC setup(named PC Compatibility softwre on the mac site) version 1.6.4 and then installing PC setup 2.1.7. all the software is there, but it doesn't work. i guess because the system still doesn't recognize the PC card(in the system profiler). i may have downloaded the wrong stuff from apple, but i couldn't find and file labeled 'Apple PC setup' specifically. the closest thing was this:
DOS-Windows/DOS_and_PC_Compatibility_SW/PC_Compatibility_1.6.4-1of2.img.bin
DOS-Windows/DOS_and_PC_Compatibility_SW/PC_Compatibility_1.6.4-2of2.img.bin
DOS-Windows/DOS_and_PC_Compatibility_SW/PC_Compatibility_1.6.4_Info.txt

i guess that is it. the only other thing i saw was PC setup 1.0.2, but thats not the right version.
