Orange PC Fx card and other issues

I recently bought a used Fx card and installed it in a G3 Beige Powermac with a G4 ZIF upgrade and 384 MB of RAM. I'm using the OrangeMicro software version 3.4.2 and win98 and win ME. It is acutally working fairly well, but I'd like to be able to use my USB modem which is hooked up to a 4 port Belkin card. The OrangePC machine doesn't seem to see the card, although my USB mouse works fine with the system.

When I examine the system, the VIA Bus Master PCI IDE and the VIA PCI USB controller aren't loaded.

Is there a way to get my card recognized, either my finding the correct driver and playing around with the BIOS. I've looked at the BIOS and I don't see a setting to make them load. The error says that the device did not load because the BIOS did not give them an IRQ.

Also, is Cyrix processor upgradeable? If so, what do you suggest.

Finally, networking seems to be a problem. I have DSL and my Mac gets a unique IP address. How do I configure the Windows side? Would it help if a got a router. If a could get the modem going and my internet DSL connection going with a faster processor I would actually be fairly happy.
