The 3 Block War concept is actually really effective in modern NATO theatres of operation. I did a lot of training like this about a year ago. A lot of our current training exercises this year have been taken off base and into civilian towns and cities so we can get training in actual built up, populated areas.

We keep the high intensity combat operation aspect to the bases, but practice the humanitarian aspect in civie sectors.
