      Your situation is very common; it is very difficult to bring parents to visit the United States because of the stringent visa rules, which are implemented by the Consular offices. This section of the law 214(b) of the Immigration and Nationality Act requires that all aliens applying for a visa to enter the United States must prove that they are not coming to the US to stay permanently. In your parents applications it appears that they are coming to visit you to care for your young children and live here for an extended period of time. They must be able to prove to the Consular office that they will positively return back after their temporary stay.
