while i haven't seen the movie, i've read about the guy and heard some of the tuvans on npr's `fresh air` a while back - read an article about the singing in scientific american to boot.
i believe pena tought himself throat-singing well before he went to asia - he heard it on shortwave and got interested.
he's lived in SF for while. i bumped into him and two chaperones - he's blind - on this absolutely gorgeous day a while back, as i was in dolores park, overlooking most of the city and the bay. everybody at the park was casting their eyes eastward over the city towards berkeley, where you could see the hills clearly. and here was this crumpled looking blind guy with a cane, who couldn't see any of it and still had to have two people help it get there, who's nearly a national treasure. it was unbearable.
