Firm diagnosis and meds

Hi everyone:
Diagnosis in Nov 06: "conceivable she has cardiomyopathy'
A few weeks ago, I fell very ill. I went to my GP and told her I was sure I was in heart failure. No action except for routine blood tests.
Desperately ill, went to a private cardio. Had a BNP and an echo.
Diagnosis: BPN - 330 pc/ml and the echo says "left ventricle is mildly dilted. Borderline septal hypokinesis. What does this means?
Trace mitral regurgitation, trace triscupid regurgiation, aorticl valve is trileaflet. What does this means?
Why am I not given a firmer diagnosis and have not been put on meds yet?
Same for Atrial flutter? No firm diagnosis.
Should I seek a second opinion?
