If you go into WI you can not go on most highways and if you want to take scenic then I would suggest the rails to trails routes but then you need to pay for the use of them ( the money charged goes to up keep). The trails goes through all type of places from cities to farmlands some even go through tunnels. I can also suggest that you may want to check to make sure any route you take does not include a pedestrian only trail owned by the federal government.
