i dont think the ban was lifted.
all manner of martial practice was banned by the shogunate as far as the clergy was concerned.
i do not recall ever reading that the ban on practicing martial arts was kempo specific. certian groups were prohibited from practicing.
we can try and guess all we want, the reasons for what he taught, or where it came from. the truth is, we can only guess.
i study kosho kempo as it is practiced in skski.....there are no distinctions between the striking, throwing, or escaping arts.....you move the same to work all 3.
