Comparing the quality of education in Canada infers directly on the students attending post-secondary schools.  That is, smarter kids are going into those schools.  If you think that smarter kids going into Canadian schools somehow makes those schools lesser, or the university teaching dumbs down the students, then that is a leap of logic you will have to take on your own.
