Faulting individual teams for bringing in ringers overlooks the real issue: the rule books permit this practice. Until the league implements strict rules about how to build rosters, the practice will continue. Cap the number of free agent signings permitted in a season. End the practice of trading players for cash (I can't recall if the league's already cracked down on this). Require teams to build their rosters mostly with the draft and straight ahead, player for player trades. Standardize player payments across the league to prevent richer teams from artificially gaining an edge in recruiting free agents by offering more money.

Without these type of changes, the league will continue to suffer: the OLA has to step up the plate.
