For the Jr. C league to survive I think it's essential that it expand or change its format. The Central and West Divisions appear to be stable at 6 teams each but the East lost 2 teams and fell to 4 for 2012. At best the Central and West teams only play 5 other teams during a 16 game regular season. The East teams only play 3 others. Unless you make it to the final weekend you don't see anyone outside of your division. Potentially playing 5 years of Jr. C and only seeing 5 other teams each year is going to make a lot of players consider playing Intermediate.
There are clearly Intermediate teams that would do well in Jr. C. What are the reasons why they don't want to join Jr. C? Not saying they're not legitimate reasons ... just curious.
