The amnesty is for the registration of guns -- not licensing of owners. There is a very important distinction here. Owners are still required to have a license or the same penalties (10 years) apply. Now, let us put this "police-use-the-registry-7,000-times-per-day" factoid into perspective. Every time the police do an address check or traffic stop a computer hit is registered on the Gun Registry. If you were stopped today, congrats, you contributed to the $1-billion boondoggle.
