Tartaro, 12/26/2006 11:31:16 PM There is universality to the firearms and self-defense debate that surfaces in almost every country of the world. The debates over public policy in each country sound very similar to those we experience in the United States. Perhaps that is because the issues are universal: people everywhere can debate the moral and social arguments for arming the good people against the threat of the evil ones who seem to be everywhere. The British have pretty much outlawed not only guns but self-defense and crime has skyrocketed. As a result there are recent reports of members of Parliament who would revise the laws in an attempt to re-balance the scales in the battle between good and evil. It may not happen very soon, but the debate in Britain is shifting back to serious discussions about establishing some rules to allow people to defend themselves against the criminals who ignore all laws. In Canada, the debate which was once closed has also reopened. The debate continues. It doesn’t seem to matter if it is about allowing the residents of Washington, DC, to have loaded guns in their homes for defense against the predatory criminals who prey on everyone in the national capital, or about the people in some foreign country. For example, The Manila Times in the Philippines reported at the end of November that businessmen in that country are opposed to a proposed ban on firearms for the protection of private citizens and shopkeepers. The newspaper reported that Sen. Aquilino Pimentel Jr. recently proposed a gun ban, saying the availability of guns has greatly contributed to that nation’s crime wave. He also rejected the reasoning that criminality will be prevented by allowing the ordinary civilians to possess and carry their licensed firearms. Arming civilian volunteers would increase the number of guns in the hands of the unscrupulous ones, he explained, in an argument that is very familiar to Americans. But The Times reported a group of “landed businessmen,” led by Andy Feria, who claims to represent responsible gunowners, say that depriving them of guns would make them defenseless in the face of criminalities and terrorism. Feria said crime and terrorist activities are a daily occurrence in the cities, provinces and towns of the Philippines, despite the low volume of guns and other firearms in the hands of the citizens. He said Pimentel is not in touch with reality, giving false hopes that the police would be there on the streets and residences to give security and protection 24 hours a day, 7 days a week. “The police are not personal body guards. Rather, they act as general deterrents to crimes by their presence and by apprehending criminals after the fact. They have no legal obligation to protect anyone in particular,” he said. Sound familiar? Citing government records, Feria said the police to population ratio is 1 to 715 on the actual Philippine National Police strength of 114,881, considering some are assigned to clerical work. “Civilians, therefore, are aware that the response time of the police usually takes a few minutes, if not hours, while an intruder in a house can reach their victim in seconds,” he said. Feria also debunked Pimentel’s proposal to ban carrying of firearms outside of residences. He said that as of 2006, 35 states (sic) and a majority of “civilized” Americans live in “right-to-carry” states, and in each, the crime rates fell after the law became active. States that disallow the carrying of firearms outside of residences, in contrast, have crime rates of 11% higher than the national average. He noted that in America, an estimated 60 to 85 million households own a firearm. Every year, people in the United States use a gun to defend themselves against criminals at an estimated 2.5 million times—more than 6,500 people a day, or once in every 13 seconds. “Firearms are used 60 times more often to protect lives than to take lives. Often times, the gun is never fired and no blood (including the criminal’s) is shed. For every accidental death, suicide or homicide with firearms, 10 lives are saved through defensive use,” Feria added. He also said, according to The Manila Times, that European “civilized” countries like Switzerland have some of the lowest murder rates in the world, and it requires all able-bodied males between the ages of 20 and 50 to have a military-issued automatic weapon, ammunition and other equipment in their dwellings. Feria said a gun ban is not a guarantee that terrorists and criminals will cease from harming civilians, adding, “These people live by violence and cannot live without guns.” Whether in the US, the Pacific Rim, South America, Africa, Europe or India, the argument is almost the same and the selective reporting and coloring of news reports is reflect in the arguments. For example, some recent crime reports from Atlanta, GA-area TV stations focused on an all too common self-defense shooting. However, the headline reflected some of the bias against self-defense. “Pizza delivery driver kills teenager,” was the headline. Here’s the rest of the story from WXIA and KSDK: “A pizza delivery man says he feared for his life when he shot and killed an Atlanta teenager on Sunday night (Nov. 26). “The delivery man says the teen and two others robbed and threatened to shoot him when he went to make a delivery at the Huntingwood Point Apartments off Campbellton Road in southwest Atlanta. “Zahid Mahmood says this is the third time he has been robbed while delivering pizzas for Super Crown Pizza. The first time in 2004, he says he was pistol-whipped by the robber. The second time he says he was ambushed in June 2006. “The 44-year-old Mahmood has a state license that allows him to carry a handgun. He says he has had the gun for years, but says Sunday night was the first time he had ever used his weapon. “He says he was walking back to his car after dropping off a pizza at an apartment, when three young men approached him, demanded his money and car keys, and ordered him to walk away. “Mahmood says he did what they told him, but he says that wasn’t enough. He says one of them followed him, and insisted he hand over his cell phone. He says that at that point, he thought his life was on the line. “ ‘He was posing under his jacket like a gun,’ Mahmood said. ‘He showed me and said that he would shoot me if won’t give him my cell phone. I said, “Okay, hold on, I’ll give you my cell phone.” And I grabbed my gun and instead of my cell phone, I pulled my gun out, and then I shot—just to hurt him, that he could get away from there.’ ” “Mahmood says he fired a total of three shots, one of which hit and killed 14-year-old Kenyatta Calhoun. The other two young men at the scene got away, according to police. “Police have referred the case to the Fulton County District Attorney’s office, so prosecutors can decide whether or not to file any charges against Mahmood, who insists he acted in self-defense,” the news reports concluded. What will happen to Mahmood in the future remains to be seen. But the fact that the he had been robbed and beaten in the past and his life was threatened by three street thugs is more important than the fact that one of the thugs who was 14 years old had his criminal career cut short. Deputy Asamidin Maripov told journalists that firearms would be "issued on the request to the parliament chairman." Moreover, firearms will be issued for life and not for the term of office. "We have to decide now what structure will be put in charge of the issuance," Maripov said. Two lawmakers and one election winner were assassinated in Kyrgyzstan over the last twelve months. Another parliamentarian was murdered when inspecting a maximum security colony. Deputy Interior Minister Temirkan Subanov tried to dissuade the parliament but his protestations were ignored. Prime Minister Felix Kulov has already given the order to run a check of "all firearms handed out as gifts and permits for them since June 1999" and to confiscate all finagled ones. As things stand, the Interior Ministry and other ministries and departments are too free with giving firearms away as gifts. That is why the Second Amendment Foundation is establishing this award in her honor and in her memory. I am proud to announce that the 2006 recipient is Mrs. Beth Greer of Saucier, Mississippi, Tartaro said. On Oct. 16, she and her husband, Tommy, were confronted by an armed robber when they returned home from their business. When a fight broke out between Tommy and gunman Bobby Hardy, Beth thinking that her husband had been murdered after hearing a gunshot that grazed her husbands head retrieved her handgun from the car and shot Hardy as he emerged from the house. The robber fled with an accomplice to a nearby hospital, where he died. Mr. Greer has recovered from his wound. Firearms deaths about half last year's total ------------------------------------------------------------------------ -------- When it came to fighting violent crime in Toronto this year, more was less. Police laid more criminal charges, made more arrests, seized more guns, wrote more traffic tickets and had more contact with the public. There were also more jobs aimed at helping youth while, in Ottawa, Prime Minister Stephen Harper and the Conservatives introduced legislation to give offenders convicted of gun crimes more time in prison. As 2006 ends, police statistics show violent crime in Toronto, particularly gun crime, is down from last year. Most significantly, the number of firearm-related homicides fell dramatically, although domestic slayings took a disturbing jump. While there was a flare-up of pre-Christmas shootings around the city, the number of people killed by gun violence was 28, falling well short of last year's record 52. Overall, there have been 68 homicides to date, while last year there were 79. As of last Friday, there had been 199 shootings - down from 239 at the same time last year. The number of shooting victims also declined, to 277 from 323. But police chief Bill Blair is cautious not to claim any victories. "A lot of those conditions that give rise to violence still exist," he said. "We live in a big city and I think we've got to remain vigilant, and there's no room for complacency here. There's lots of work to do in the future." Still, during a year-end interview in his office last week, Blair admitted he feels "very pleased and gratified that all of that work got results." "I think we've been effective and restored public confidence in police and neighbourhoods, and young people are not out of control," he said. "We've got a lot to be thankful for. This is a very safe city relative to others. It's not utopia, but it's a safe place and we have to work hard to keep it that way." Toronto is also bucking a trend evident in many major U.S. cities, where violence has been on the rise - ironic considering Toronto police have modelled their anti-violence strategy on the "best practices" of several U.S. centres, including Chicago, New York and Los Angeles, Blair said. The strategy has included targeting crime "hot spots" and a more visible police presence in violence-hit neighbourhoods. What is unique to Toronto, however, is the force using anti-organized-crime legislation to attack and dismantle street gangs. With gang members locked up, some cite the "incapacitation" of potentially armed thugs as a reason for less gun violence this year - but not everyone agrees. While Toronto may have avoided a sequel to the Year of the Gun, "incapacitation" as a long-term strategy for reducing crime "has been found to have very limited results," University of Ottawa professor Cheryl Webster wrote in an email. She is the author of a research paper titled "Limits of Justice," presented at Toronto Mayor David Miller's 2004 Panel on Community Safety. In her paper, Webster noted a growing body of research examining "the impact on crime rates of various strategies rooted in changes in laws, enforcement techniques, sentencing policy or correctional programming ... has found - in most cases - either nonexistent, transient or only modest effects." Webster said homicide rates have been relatively stable over the past 30 years. But there were two "sudden peaks" - one in 2005 and the other in 1991 - when there were 89 homicides. "The problem with this natural tendency of extreme scores to 'regress' or return to normal levels is that any intervention, such as police crackdowns on gang members, which occurs immediately following these spikes appears - erroneously - to have an effect," she wrote. The rest, 704 convicts, are unlawfully at large after having failed to report to a parole officer during that same time frame. The records take into account only convicts unlawfully at large from a federal institution where they were serving a sentence of two years or more. Statistics compiled from the information provided by Corrections Canada show one in four fugitives commits a crime within an average of 50 days of their breakout. Robbery and break-ins are the most common felonies with fugitives, but murder and sex offences are also on the list. The findings, gathered from access to information requests made by The Globe and Mail, have alarmed police officials and victims groups, who have called for a review of parole sentences and minimum-security prisons. "Escape is rather a loose term," said Bruce Miller of the Police Association of Ontario. "Escape is often nothing more than calling a taxicab or calling a friend to drive you off." Minimum-security prisons are meant to house inmates serving the latter part of their sentence or who are perceived to pose no risk to society and who show no signs of wanting to flee. But in the past nine years, more than 500 inmates have walked away from such facilities, many of which have no fences or walls. All but 12 were caught. Corrections Canada did not disclose the number of escapes from minimum-security penitentiaries prior to 1997. Among the convicts still on the lam are two of Quebec's most-wanted men: Martin Pellerin and Steven Solyom. Both escaped from Montee St. Francois Institution in Laval, the federal penitentiary that recorded the largest number of escapes in the country. Mr. Pellerin, a suspected affiliate of the Rock Machine biker gang, was arrested in 1995 after a high-speed chase, during which the 38-year-old man fired 15 shots at police officers. Two years later, he tried to kill a fellow inmate at Donnacona Institution, a maximum-security federal penitentiary. Despite his violent history, correctional officers judged it was safe to transfer Mr. Pellerin to a minimum-security prison in 2000. In June of that year, he escaped. Four years later, Mr. Solyom would escape from the same prison, where he was serving a murder sentence. In 1989, Mr. Solyom shot dead a business owner who cashed the cheques of welfare recipients; Mr. Solyom then made off with $1,500. Among those convicts on the lam who failed to report to a parole officer, Jason Vincent Liss is likely the most notorious. In 1993, Mr. Liss robbed a gun range in British Columbia. He took five semi-automatic handguns. But before he left with his loot, he ordered a gun salesman into a storage room. Mr. Liss, then 21, made the salesman kneel and shot him twice in the head. The RCMP has been looking for Mr. Liss since February of this year. For the victims, or their relatives, the knowledge that such perpetrators are at large makes for a long and painful recovery, said Steven Sullivan, the head of an Ottawa-based victims advocacy group. "It really affects their quality of life," said Mr. Sullivan, president of the Canadian Resource Centre for Victims of Crime. Victims registered with Correctional Services Canada are notified as soon as an escape happens, he said, and some have to go into hiding. "For victims, the knowledge that the person is out there, you could bump into them any time on the street, could have a huge impact on their ability to feel safe in their homes and their communities." In some cases, fugitives also pose a danger. In 1999, Darby Cairns walked away from Elbow Lake minimum-security institution in British Columbia, where he was serving a sentence for murder. He was caught 20 days later and charged in the deaths of two people who were killed while Mr. Cairns was at large. Mr. Sullivan and Mr. Miller, of the Police Association of Ontario, have called on the federal government to raise the bar for transfers to minimum-security prisons and for parole sentences. The Conservative government has promised to do away with statutory release laws and is also planning a review of the federal corrections system, said Melisa Leclerc, a spokeswoman for Public Safety Minister Stockwell Day. But one prisoners-rights advocate said convicts on the lam will always exist in a system of justice that values rehabilitation. Stiffening security conditions in penitentiaries or cracking down on parole sentences would reduce inmates' ability to reintegrate into society and would increase their likelihood of reoffending, said Graham Stewart, executive director of the John Howard Society of Canada. "Short of having a person in a box with a key, there's always some opportunity to run away," Mr. Stewart said. But a spokesman with Correctional Services Canada said the numbers of convicts unlawfully at large must be put into context. "One must not forget that we have 22,000 on our watch," Guy Campeau said. "It's a small proportion [of people unlawfully at large]." Mr. Campeau also said his department has boosted the number of guards in its minimum-security prisons since 1999, when 107 convicts escaped. That number has decreased drastically over the years, to 31 in 2004, and 28 in 2005. And only 14 of the 145 federal penitentiary escapees unlawfully at large in October went missing since 2000. He said he expects many of this year's escapees to be caught within the following months. But he acknowledged that the number of convicts on the lam will likely remain around 800, as more will escape custody or will fail to report to their parole officers. There is no national police unit in Canada specialized in hunting them down, which is why many convicts can simply blend into communities across the country and pass unnoticed for long periods of time, said Halton police Detective Sergeant Greg Sullivan. Until two years ago, Det. Sgt. Sullivan headed the only provincial police unit in Canada that specializes in hunting convicts on the lam, Ontario's Repeat Offender Parole Enforcement Unit. Since its inception in 2002, ROPE has snatched an average of 300 convicts unlawfully at large per year. "The problem is . . . when a parole warrant is issued, it's sent to the local police department," Det. Sgt. Sullivan said. "And there's really no effort to try and find that person. The illegal drug trade plays a role in much of the city's petty crime as well as more serious incidents, such as shootings. Combating it will remain a key focus as the calendar turns to 2007, Chief Murray Faulkner says. "It's all connected to drugs," Faulkner said, referring to auto thefts, break-and-enter thefts, robberies and shootings. "It's drugs, it's guns and it's the whole spinoff of crime. That's something that a large urban city has to deal with. We accept that it's happening, but we don't have to accept that we tolerate it." Several shootings in 2006 kept police busy, the first shots ringing out among New Year's Eve revel-lers on Dundas Street. No one was arrested and police had little co-operation from witnesses. One shooting grabbed more attention than most: Four people were shot downtown early on Oct. 7, leading to several charges against Ahmed Moalin-Mohamed, 23. But Moalin-Mohamed disappeared after being released on bail, sparking a strong reaction from Faulkner, who was critical of a court system he said gives accused people breaks at the expense of public safety. He says he will continue to speak out about those concerns in 2007. "That's going to be one of my themes. It has to (be) because no one else is going to talk about it," he said. He added there are "two types" of offenders he will focus on. "One is the repeat offender with dozens of convictions . . . who our courts keep giving 16, 17, 18 chances. The second (is) the ones involved in weapons and personal crimes." Another major issue facing the police force is the expansion of its Dundas Street headquarters. The $34-million project, expected to start by spring, hit some recent snags when neighbours in Old East Village raised concerns about the building's exterior. More money, they argue, is needed to upgrade the facade. Faulkner, for his part, said a "happy balance" must be found among the neighbours, architects and police. After a staggering 14 homicides in 2005, the city's homicide rate dropped significantly in 2006 to four. Attempted murders, however, jumped 200 per cent to 12, police said. Other crimes also jumped: Auto thefts climbed by 25 per cent and robberies -- defined as theft involving violence -- were up 31 per cent. Outside the city, the massacre of eight Bandidos bikers whose bodies were found near Shedden on April 8 was likely the biggest crime story in all of Canada in 2006. It took only hours for OPP investigators to surround a farmhouse in Iona Station and arrest five people. Ultimately, three more people from Winnipeg were also charged. If rank-and-file Democrats truly support the right of self-defense and the right to bear arms as affirmed in the Wisconsin constitution, they should repudiate both of these men for opposing a sensible concealed carry law that would put honest people on an even footing with the criminals. As it stands now, lawbreakers have free rein to commit any outrage they please, and they know it. If and when the criminals who committed these crimes are apprehended, Waldron said, we should ask who they voted for in the last election. The blame for this kind of crime lies in the governors office, and among the ranks of Democrats in the House and Senate who failed their responsibility to public safety by not overturning Doyles veto, Waldron said. And because we know who to blame, we know who should be held financially liable for every penny that is stolen from every shopkeeper and every citizen in Wisconsin. The large turnout of riders and supporters was a renewed show of defiance to the Hunting Act 2004, which outlawed fox hunting, deer hunting and hare coursing with dogs in England and Wales following similar laws in Scotland. Campaigners have tried to have the act declared invalid and claimed it would devastate rural communities and local industries supporting hunts, such as kennels for hounds and farriers who ensure hunt horses are well-shod. The legislation -- which followed years of campaigning by those who viewed the bloodsport as cruel and inhumane -- means dogs cannot be used to pursue and kill quarry. Under the terms of the Hunting Act, hounds are still allowed to follow a scent and flush out foxes and other quarry, which can then be killed by a bird of prey or shot if only two dogs are involved. Only one person has been convicted of breaking the controversial act. A huntsman was fined 500 pounds ($1,100 Cdn) and ordered to pay costs in August on a charge of hunting a fox in April last year. The prosecution was brought by the League Against Cruel Sports, which is monitoring hunts for any breaches of the law. In a decision yesterday, the Nova Scotia Court of Appeal ruled that Peter Allen Sweet, 32, of South Alton, Kings Co., might be a danger to his wife if released until his appeal is heard Feb. 9, 2007. "In this situation of family violence, I am worried about the physical safety of Peter Allen Sweet's wife," wrote Justice Elizabeth Roscoe." She noted Sweet was drinking during the Oct. 19, 2005 incident, and has reported an addiction to cocaine. A psychiatrist's report says he's threatened his wife before. "The evidence does not satisfy me that public safety concerns would be adequately addressed if he were released ... His release would tend to undermine public confidence in the administration of justice." Sweet pleaded guilty to assault, uttering a death threat and careless use of a firearm Oct. 31, 2006. Sentencing Judge Claudine MacDonald said on the day of the attack, Sweet, who was "significantly intoxicated," put his arms around his wife's throat and threatened to kill her and her family if she left him. He waved around some bannister railings, then grabbed a high- powered rifle, locked himself into the garage, and shot the rifle into the ceiling. On Nov. 15, MacDonald sentenced Sweet to 10 months in jail, on top of one month he'd already spent in jail waiting for trial. The sentence also calls for two years' probation and a nearly 11-year ban on firearms. Muzzaker Shah and Faisal Razzaq, both 25, were arrested, questioned and released pending further inquiries in connection with an unrelated incident the previous year. They had convictions for robbery and Shah for carrying a firearm but, under time limits for holding suspects, had to be released unless sufficient evidence was available to charge them. Details of the alleged offences cannot be reported for legal reasons. The next police heard of them was when they emerged as suspects in the shooting of Pc Beshenivsky at a travel agency in Bradford on Nov 18 last year. Shah, a British-born Asian, and Yusuf Jama, 20, a Somali refugee, were warned yesterday they could spend the rest of their lives in prison after being convicted of her murder. They must serve at least 35 years before they are considered for parole after the point-blank shooting of the unarmed officer. Passing life sentences, Mr Justice Andrew Smith told them at Newcastle Crown Court: "You may never be released.'' Shah gave a defiant gangster-style hand gesture as he was led from the dock. Razzaq, who acted as a "look-out and pathfinder'' during the raid on a travel agency, was given a life sentence with a minimum term of 11 years after being convicted of manslaughter, robbery and firearms offences. Pc Beshenivsky, 38, was half an hour from the end of her shift with Pc Teresa Milburn when they responded to a panic alarm call. They would have been within their rights to leave the call to other colleagues. Pc Beshenivsky had switched her shift so she could be at home to hold a party for her daughter Lydia's fourth birthday that evening on Nov 18 last year. As the two officers approached the door of the Universal Express premises, they were confronted by two men bursting out - one armed with a 9mm pistol and the other with a Mac 10 sub-machinegun. Pc Beshenivsky died instantly from a bullet through the heart while her colleague was seriously wounded after being shot through the chest. Although Jama claimed in evidence that his finger was on the trigger, Pc Milburn remains convinced that Shah fired the shots. She has since returned to working, on reduced six-hour shifts, and joined Pc Beshenivsky's husband Paul, 44, a landscape gardener, in court to hear the sentencing. Sitting behind them, with a row of police officers in between, were members of the killers' families. Jama's brother Mustaf, 26, is still being sought by police on suspicion of the murder and is believed to have fled Britain for his native Somalia a year ago. One theory is that he stole his sister's passport and wore a Muslim veil as a disguise to get through checks at Heathrow. Detectives are also hunting Piran Ditta Khan, 58, a Pakistani who ran takeaway food businesses in London and Aberdeen, who is thought to have masterminded the bungled robbery in which pounds 5,400 was stolen. Pc Milburn, 38, who is married with a teenage son, sobbed as the court heard how she was continuing her duties with "courage and resolution''. Speaking after the case, Pc Milburn said she would always have to live with what had happened. She said: "I can remember every second like yesterday and it is something that will never leave me. It is something I have to learn to live with.'' Pc Milburn joined the West Yorkshire Police in April 2004 after spending several years working as a seamstress. She described Pc Beshenivsky as "caring and compassionate'' and said she was someone who made people laugh. Smiling, Pc Milburn said: "Sharon was lovely. She was a genuine caring compassionate person. She brought these qualities with her every single day. She was a professional, enthusiastic police officer and she made us laugh. "Sharon was Sharon. I've got a lot of good memories of her.'' Pc Milburn said going back to work after the shootings was very hard. "It has been very difficult but things take time and I am working on it and I will continue to work on it,'' she said. She is now working six-hour shifts and easing herself back into her job. "Physically I'm not too bad and I am getting there,'' she said. "I was shot in the chest. Emotionally it is different.'' However, Pc Milburn said she was convinced that Shah shot her - despite Jamma claiming in court that he was the gunman. "I know who shot us. There was only me stood in that doorway with two other people and they know. As I gave in evidence, I said who it was.'' Asked whether she was angry that no-one had been convicted of shooting her, all Pc Milburn would say was that the robbery was a "joint enterprise''. "This was done as a joint enterprise and I was very lucky that day.'' Det Supt Andy Brennan, who led the investigation, said after the hearing that his force, Mr Beshenivsky and Pc Milburn were all pleased with the sentences. He said: "My hope is that they will act as a deterrent for anybody who contemplates carrying weapons for robberies. Shah and Jama are incredibly dangerous and ruthless and I believe they would continue to commit crimes if they were free.'' Shah, from London, admitted murder, robbery and firearms offences, but was acquitted of the attempted murder of Pc Milburn on the directions of the judge. "Restricting the rights of law-abiding citizens and bullying lawful firearms dealers is not the way to curb violent crime," said New Jersey Association of Firearms Retailers (NJAFR) president Bob Viden. "Judge Gallipoli made the right decision. State law must preempt any attempts by localities to unfairly restrict or hinder our constitutional right to keep and bear arms." Nor is she your average public school board trustee. But Sharon Gregson is all that and more. She's a long-time New Democrat, a mother of four and an advocate of publicly funded daycare who recently found her voice as a firearms champion. She admits it is an odd combination, especially since she was afraid of guns until three years ago when she received one as a gift. "Before that I had been quite anti-gun," she said in an interview. "It is kind of weird for somebody on the left to be enthusiastic about a gun sport but, nevertheless, that's what I do and that's who I am. "I am very committed to my social justice principles. I wish that as Canadians we had spent the money that we spent on the gun registry on a national child-care program, because that would have created a far healthier society than we are now." Her Vancouver outing as a gun enthusiast occurred Monday when she was interviewed on a radio program talking about her competitive shooting, her three firearms and her recent application for a U.S. permit to carry a concealed weapon when visiting the U.S. The response was overwhelming. "It was huge. Much, much, much, much bigger than I would ever -- in a million years -- have guessed," she said later. "People are incredibly curious about why I'm interested in guns and the fact that I'm an elected person and a mother and a child-care advocate." She also claims to be the most tattooed elected official in Canada, although there's been no national show-and-tell as yet. The Vancouver school trustee said she is speaking publicly about gun ownership to encourage a reasonable discussion in Canada with decisions based on research rather than emotion. "By speaking out as a legal gun owner who is concerned all the time about safe storage, safe transport and safe handling of firearms, and who enjoys firearms as a sport and as a collector, I think I'm putting forward another part of the discussion and another perspective." Her interest in guns blossomed in 2003 after her partner, Thomas Lockhart, a competitive shooter, gave her the Colt .45. She bought a membership at a shooting range, began to practise and was soon competing with IPSC, the International Practical Shooting Confederation. "There's a huge amount of skill involved in shooting successfully and I don't think that's recognized often enough," she said. "Some people like golfing, some people like hockey, I like shooting." Gregson has also offered her support to a National Firearms Association campaign promoting the rights of women to carry concealed firearms for protection. She has applied for a permit in Utah to carry a concealed weapon in the U.S. and expects to receive it soon. Utah is one of only a few states that grants such licences to Canadians, and Gregson said it was "prudent" to take advantage of that opportunity, especially given that gun laws change frequently. Asked if she wants to carry a concealed weapon in Canada, she replied that while the situation is different here than in the U.S., there have been times when she would have been safer if she had been carrying a gun. The response to her radio interview Monday was mixed, she said. Some people were pleased she had broadened a debate while others said Canada should ban firearms altogether. As of mid-afternoon, there had been no word from the Coalition of Progressive Electors (COPE), under whose banner she was elected to school board. She thinks Canadians need to broaden their thinking about handgun ownership. "There is a thinking that guns can only be bad and related to crime, and that's not my experience as a legal gun owner, participating in a gun sport," Ms. Gregson said, explaining why she decided to get a handgun permit in Utah. Recently, Ms. Gregson sent an e-mail to Prime Minister Stephen Harper urging him to relax handgun restrictions. "One of the frustrations with being a gun owner [in Canada] is that the rules keep changing and so it seemed prudent to apply for this licence while it was available to me." But some of Ms. Gregson's colleagues have urged the trustee, a married mother of four, to stop shooting her mouth off. Trustee Clarence Hanson said her comments send the wrong message to kids. "I was quite shocked," Mr. Hanson said after he heard Ms. Gregson on a morning radio program yesterday, in which she argued in favour of easier access for permits to carry a concealed gun, especially for women who feel threatened. "As a school trustee, my concern is basically, we have a number of children . . . who sometimes feel harassed and bullied. "I don't want them to get the impression that this is the way to protect yourself," Mr. Hanson said. "If they get a feeling that a school trustee who represents them thinks it's okay to protect yourself in this way, . . . we're going down a dangerous road, I think." But Ms. Gregson said she won't retract her comments and invited Canadians to start a national discussion about gun ownership, safety and crime rates. Ms. Gregson said she appeared on the cover of the National Firearms Journal to lend her support to its campaign to loosen Canadian restrictions on carrying handguns. Currently in Canada, only target shooters and collectors can get a permit to buy a handgun. And rules for transporting the weapon are restricted to taking it back and forth to a gun club or gunsmith. "I think that there should at least be more discussion about the issue surrounding guns in Canada," she said. "Right now in Canada, you can't own a handgun for the sole issue of self-defence. You can have it for target shooting and for collection. "I don't think it's appropriate to say we shouldn't even discuss protection issues and safety issues." Ms. Gregson became interested in guns after she received the handgun as a gift. At a shooting range in the suburban Vancouver municipality of Maple Ridge, she began competing in International Practical Shooting Confederation tournaments in which shooters complete an obstacle course while firing at targets. "You know, some people like bowling, some people like knitting. I like shooting," Ms. Gregson said. "The people who are very good are absolutely amazing to watch. It's completely entertaining and their skill level is just so impressive." Ms. Gregson said she did not mean to suggest that kids in the school system be urged to carry guns. However, she did suggest that the outcome of the Montreal massacre might have been different if any one of Marc Lepine's 14 female victims had been carrying a weapon. "I've heard some people say if one of those women had been armed, [Mr. Lepine] might not have been able to commit such a horrendous crime if they weren't all completely defenceless against that onslaught," Ms. Gregson said. "But in no way have I ever suggested this has anything to do with kids carrying guns to protect themselves." However, Mr. Hanson said he wants to talk to Ms. Gregson about her comments. "I think when we become a school trustee, you've raised the bar a little bit for yourself. So you have to help set an example out there." The head of the Canada's main gun-control lobby denounced Ms. Gregson's comments as well as the National Firearms Association campaign that is trying to make it easier for women to carry handguns. "If arming to self-protect worked, the U.S. would be safe and it's not," Wendy Cukier said in a telephone interview. "It's an absurd comment. It's completely contrary to Canadian traditions. It has no basis in fact, and for someone who is associated with schools to be making those comments is particularly alarming, especially a woman." The Edmonton-based National Firearms Association, which is spearheading the permit campaign, has argued that women can better protect themselves from personal attack and reduce crime if they are permitted to carry handguns. "It's about safety," said the association's president, Dave Tomlinson. "Most women feel relatively helpless. They regard themselves as not having any practical way to defend themselves. Date: Dec 17, 2006 3:48 PM Sunday, December 17, 2006 Format for printingE-mail story Armed first responders are needed in schools By Fred Willoughby I am a retired military veteran (Marine Corps and Utah Army National Guard) with 45 years of law enforcement experience, including the Los Angeles Police Department during the 1960s and 1970s in Watts and shift commander on the sheriff's department in Boulder, Colo., and I personally encountered numerous incidents where deadly force had to be used. I even had to take a life in my front yard as I defended my family against five armed attackers while my family and two neighbors looked on. So I was saddened and frightened at the flawed opinion of the Deseret Morning News and the highly respected Utah Chiefs of Police Association that concluded guns should not be inside our schools. Based upon the UCPA's conclusions, I wonder how many of them have ever had to use deadly force? Those opinions tend to influence the public to the point that it could set a destructive and deadly precedent in our community that someday may prove tragic for children and adults in schools. Make no mistake, having no guns inside schools will almost always ensure that our children and adults - at some unknown location and date in America - will surely die or be injured. Killers almost always pick on the helpless and weak. They love to shoot unarmed people because it's easy and safer for them. Shooting unarmed people in school or any other place is like shooting fish in a barrel to such shooters. What the Deseret Morning News editorial did not point out - and most of the general public does not fully understand - is that highly trained, professional police officers and SWAT teams are second responders, not first responders. They do not have the element of surprise in a combat shooting situation. First responders are the people already at the scene, such as school officials. First responders do have the element of surprise. This is very important in shooting incidents. Rarely do second responders ever come upon the scene until the children are dead, wounded or taken hostage. This is why it is so important to have right-thinking, well-trained people inside the schools to surprise and incapacitate the shooters at the earliest possible moment before the problem escalates. Any right-thinking, mature person - if properly trained - can effectively use deadly force, even in a crowded school. A policeman's badge, the color of his uniform or his SWAT training is no assurance that things will go right. Highly trained police did not prevent the shootings at Columbine, nor have they at any other school. That is because, as second responders, they come in after the fact. I am very familiar with many police shootings that have gone bad because of poor judgment and lack of proper training. These shootings have prompted civil lawsuits and criminal charges against the officers, their agencies and the jurisdictions they work for. New Orleans, New York and even our Granite School District police are just a few examples. Our Founding Fathers' great wisdom is just as good now as it was when they wrote the Constitution and Declaration of Independence. Our Founders thought very highly of personal protection. That is why they put the Second Amendment second - only after freedom of religion and free speech. Please, Deseret Morning News, don't ignore their great wisdom in favor of political correctness. And Utah Chiefs of Police Association, please honor the oath of office you took to uphold and defend the Constitution. Our administration takes these matters seriously and your opinion was heard loud and clear here in Washington. You'll be pleased to learn that, thanks to the concerns of citizens like yourself, we are creating a new division of the Terrorist Retraining Program, to be called the "Liberals Accept Responsibility for Killers" program, or LARK for short. In accordance with the guidelines of this new program, we have decided to place one terrorist under your personal care. Your personal detainee has been selected and scheduled for transportation under heavily armed guard to your residence next Monday. Ali Mohammed Ahmed bin Mahmud (you can just call him Ahmed) is to be cared for pursuant to the standards you personally demanded in your letter of complaint. It will likely be necessary for you to hire some assistant caretakers. He is also expert at making a wide variety of explosive devices from common household products, so you may wish to keep those items locked up, unless (in your opinion) this might offend him. Ahmed will not wish to interact with you or your daughters (except sexually), since he views all females as a subhuman form of property. This is a particularly sensitive subject for him and he has been known to show violent tendencies around women who fail to comply with the new dress code that he will recommend as more appropriate attire. I'm sure you will come to enjoy the anonymity offered by the burka -- over time. Just remember that it is all part of "respecting his culture and his religious beliefs". Wasn't that how you put it? It is stated on the LPC website that semi-automatic firearms do not support the hunting culture found in Canada. How untrue this is. There are thousands if not hundreds of thousands of this type of firearm responsibly in use across our country. Also, and to no surprise, there is no recognition of any form of legitimate shooting sports in Canada. There are organized shooting sports in Canada that are recognized all over the World. As a competitive shooter, I am tired of the Liberal's attempts to dismiss the shooting sports, the responsible owners, and of their wasteful use of taxpayers dollars to erode and attempt to prohibit the lawful and responsible use of firearms in Canada. Why is there not more talk of crime prevention, investment in our police forces, and fighting crime at its source? It is about time the Liberal Party comes up with new ideas when it comes to crime prevention, rather than continue to believe the adage that prohibition and restriction of the use of firearms will cease violent crime in Canada. Time spent developing new laws and legislation should be spent on more productive and effective means of supporting Canadians. In regards to statistics that are used to represent the amount of for and against more gun control, it's pretty easy to poll a few hundred Canadians from urban centres where crime rates are higher, especially Canadians who don't own any type of firearm, potentially never would, so why would they say they wouldn't support more gun control? Statistics can be made to provide the answers one is seeking. Whether you are a firearm owner or not, ask yourself exactly what is wrong with what we as firearms owners do for our hobby and pastime. We are almost forced to be ashamed of our sport because of the stigma of guns being only for causing death. Guns are not socially acceptable. We are breaking no laws, we are regular people just like you. Sadly, the actions of criminals dictate how we as Canadian shooters are represented. More laws and restrictions, along with possible prohibition will effect who the most, do you think? If you are a member of the Liberal Party, that's fine. WORD COUNT: 443 ------------------------------------------------------------------------ -------- Police officer shot by one of his own ------------------------------------------------------------------------ -------- A New Westminster police officer suffered internal injuries Thursday when he was shot in the abdomen by another police officer in a drug raid that went terribly wrong. The injured officer -- who has not been identified -- is expected to recover, with police crediting the man's bulletproof vest for saving his life. The details of exactly what happened at a two-storey apartment building at 727 Fourth Avenue weren't clear Thursday night as police continued to investigate the matter. Staff Sgt. Casey Dehaas of the New Westminster police department said the shooting occurred at about 3:30 p.m. as officers from both the New Westminster drug unit and integrated emergency response team converged on the building to execute a drug warrant. Sometime during that effort "there was a shot fired," Dehaas said. Initially police would only confirm that one of their own was in hospital with serious but non-life-threatening injuries from a bullet to his abdomen. In an update to media shortly after 7 p.m., Dehaas confirmed the shot came from another officer's weapon. Dehaas refused to identify the police officer involved in the shooting, commenting, "the officer, to my understanding, is traumatized." Dehaas said the injured officer was in plainclothes rather than a police uniform at the time of the shooting. However, he would not say whether that contributed to any confusion among police. Dehaas had no information on why guns were drawn in the incident. "Accidents do happen," he said. "The biggest thing out of this investigation is [to find out] what happened here. Let's make sure it doesn't happen again," he said. Dehaas said he didn't believe the officer responsible for the shooting would be suspended, adding the officer was given counselling support Thursday. The integrated emergency response team is made up of police from New Westminster, Port Moody, Delta and Abbotsford. The injured officer was treated at the scene by paramedics, then rushed to Royal Columbian Hospital. "He's going to be okay," said Dehaas. Dehaas said the bulletproof vest under the officer's shirt prevented the bullet from doing fatal harm. The shot was still powerful enough, however, to cause severe bruising and other internal injuries. The shooting took place at a ground-level apartment at a two-storey apartment building. The dilapidated yellow building is surrounded by three- and four-storey apartment buildings in one of New Westminster's grittier high-density neighbourhoods. Some neighbours in the area said the apartment was known for illegal drug activity, involving crack, heroin and speed. The shooting drew crowds to the area. At one point, as a forensics team was continuing to collect evidence hours after the incident, a man drove by and shouted to an officer guarding the front: "Give our best to your guy!" Police said several people were taken into custody after the shooting, but Dehaas did not know whether any charges had resulted from the raid as of Thursday night. It was the second time in four years a New Westminster police officer has been shot. In March 2003, Const. Brian Knipstrom was shot in the leg after responding to a 911 call at an apartment building on 11th Street near Queens Avenue.
