Here in Ontario, we're lucky to have Attorney General Michael Bryant, who is a master of the clever slogan, the brilliant riposte and the bon mot when it comes to fighting gun crime.

This is important because clever phrases are an effective tool when it comes to stopping the deadly gang and gun violence in and around Toronto, as armed thugs shoot and kill each other and innocent bystanders in a war over turf and the drug trade.

That said, they're not quite as effective as clever slogans on buttons, and Bryant has that base covered too.
Just last week, this up and coming Liberal cabinet minister revealed to the Toronto Star -- where trial balloons by Liberals go to die -- that he has made up some buttons featuring the brilliant phrase: "No Gun. No Funeral" and now carries them around in his pocket.

Wow! Take THAT Bloods and Crips! Never mind that Bryant doesn't actually mean "No Gun. No Funeral."
What he means, since this is all being done as part of his campaign to pressure the federal Conservative government to ban handguns is: "No LEGAL Gun. No Funeral."

But that, of course, would be a stupid thing to put on a button, since it isn't true.
After all, Canada could ban all "legal" handguns today and people would still be shot and killed by thugs using illegal ones.

In fact, the powers-that-be here can't even agree on how many gun crimes are committed by criminals who use guns stolen from legitimate owners, and how many use illegal guns smuggled in from the U.S.

Until very recently, we were assured that guns stolen from legitimate owners accounted for almost half of the weapons seized by police, with the rest smuggled in from the U.S.

Now, we're being told that, oops, actually, guns stolen from legitimate owners account for only about 30% of guns seized by police, while 70% are illegally smuggled in from the U.S.

The figure is significant because Canada can only "ban" handguns belonging to legitimate Canadian owners, since, for mysterious reasons apparently unknown to the crack minds in the Ontario Attorney-General's office, criminals don't register guns, nor will they hand them over if they're "banned."

Indeed, given these latest stats, it looks like even if we banned all legally-owned handguns in Canada, the difference could easily be made up by a couple of extra smuggled-in shipments from the U.S. per year.

To be fair, Bryant and the government he represents have urged Ottawa to strengthen efforts to combat gun smuggling and coughed up some cash to hire more cops and Crowns.

I just wish they'd concentrate a lot more on stuff the Ontario government can do to fight gun crime, instead of always telling the feds what to do. (Either that, or run federally.)

Stuff like, say, assuring we have enough, modern provincial remand centres for people being held without bail pending trial for violent gun crimes, so judges don't keep giving them up to TRIPLE TIME for time served in custody prior to their conviction, to protest what the judges say are appalling, overcrowded conditions and lengthy trial delays.

Then again, Bryant does have another clever slogan in his arsenal, his witty reply to people who point out Canada has already effectively banned handguns, except for legitimate shooters and collectors.

To which, Bryant retorts: " "Handguns are banned in Canada like prostitution is banned in Amsterdam."
Ha, ha ha! Of course, Canada has also "banned" cocaine, crystal meth and heroin, but oddly, they still exist.
But never mind. Inspired by Bryant, I have come up with my own clever slogan based on Ontario Liberal government policies toward gun crime, which I plan to put on a button and carry around with me. It will say: "Scared of gun crime? ... DUCK!!!"

Many people think that nations with more firearms will have more murder and that banning firearms will reduce murder and other violence.
This canard does not comport, however, with criminological research in the U.S. or elsewhere.

An extensive study that one of us (Kates) recently published with Canadian criminologist Gary Mauser confirms the negative results of two large-scale international studies over the past 15 years. ("Would Banning Firearms Reduce Murder and Suicide: A Review of International Evidence," Harvard Journal of Law & Public Policy, vol. 30, pages 651-694.)

These studies compared data from a large number of nations around the world. There were no instances of nations with high gun ownership having higher murder rates than nations with low gun ownership. If anything it was the reverse, for reasons discussed below.

For example, though Norway has far and away the highest firearm ownership per capita in Western Europe, it nevertheless has the lowest murder rate. Other nations with high firearms ownership and comparably low murder rates include Denmark, Greece, Switzerland, Germany and Austria. Holland has a 50 percent higher murder rate despite having the lowest rate of firearm ownership in Europe. And Luxembourg, despite its total handgun ban, has a murder rate that is nine times higher than countries such as Norway and Austria.

It turns out that in nations where guns are less available, criminals manage to get them anyway. After decades of ever-stricter gun controls, England banned handguns and confiscated them from all permit holders in 1997. Yet by 2000, England had the industrialized world's highest violent crime rate - twice that of the U.S. Despite the confiscation of law-abiding Englishmen's handguns, a 2002 report of England's National Crime Intelligence Service lamented that while "Britain has some of the strictest gun laws in the world, [i]t appears that anyone who wishes to obtain a firearm [illegally] will have little difficulty in doing so."

In the rare case in which gun bans work, murderers use other weapons. Eight decades of police-state enforcement of handgun prohibition have kept Russian gun ownership low, resulting in few gun murders. Yet Russia's murder rates have long been four times higher than those in the U.S. and 20 times higher than rates in countries such as Norway. Former Soviet nations like Lithuania also ban handguns and severely restrict other guns, yet have 10-15 times higher murder rates than European nations with much higher gun ownership.

Nor does the "more guns means more murder" belief square with our own experience. The earliest American figures, dating from just after World War II, showed both gun ownership and murder rates holding at low levels. Today our murder rates are almost identical, despite six decades of massive gun buying whereby Americans have come to own five times more guns than they did in 1946. The intervening years saw a dramatic increase in murder followed by a dramatic decrease. These trends had no relationship to gun ownership, which steadily rose all the while (especially handgun ownership).

American demographic data also refute the myth that fewer guns in a community mean less murder. The murder rate among African-Americans is six times higher than among whites. Does this mean African-Americans have more guns? No, ordinary law abiding African-Americans are markedly less likely than whites to own guns. But the argument for banning guns to everyone is refuted, since fewer guns for law abiding African-Americans does not mean fewer guns for African-American criminals. Incidentally, rural African-Americans own guns as frequently as whites, but the murder rate among them is only a tiny fraction of the urban African-American rate.

Regardless of race, the distinction between good people and criminals is vital. It is utterly false that most murderers are ordinary people who went wrong because they had guns. Almost all murderers have life histories of violence, restraining orders, substance abuse problems and/or a form of psychopathology. It's generally illegal for these people to have guns, but unlike good people, they ignore gun laws - just as they ignore laws against violence.

The "more guns means more murders" mythology also flies in the face of history. From the 1600s, American colonial law required that every household have a gun and that every military-age male be armed for militia service. Men too poor to buy guns were supplied with them by colonial governments and had to repay the cost in instalments. To assure that every home and man was armed, officers periodically searched homes and men were required to muster with their guns. Despite this universal armament, murder was rare and few murders involved firearms.

Murder rates increased after the 1840s, by which time these armament requirements were no longer enforced and per capita gun ownership had become much lower. From the 1860s on, gun ownership increased sharply. Millions of men came home from the Civil War with their weapons; and firearms were even more widely distributed in the era of cheap pot metal guns (the "two dollar pistol") that followed. But this vast increase in guns - much deadlier guns than ever before - from the 1860s onward was accompanied by a substantially decreasing murder rate.

A few 19th century American states adopted gun controls because they had (and still have) severe violent crime rates. In most states, murders were few despite high gun ownership and virtually no gun control. Likewise, Europe had low murder rates prior to World War I despite high gun ownership and virtually no controls. Severe European gun laws appeared (for political reasons) in the tumultuous post-World War I era. Despite ever-stricter gun laws, both political and apolitical violence has increased apace in Europe.

If anything, a review of the European experience demonstrates more guns correlating with less murder. Nine European nations (including Germany, Austria, Denmark and Norway) have more than 15,000 guns per 100,000 members of the population. Nine others (including Luxembourg, Russia, and Hungary) have fewer than 5,000 guns per 100,000 members of the population. But the aggregate murder rates of these nine low-gun-ownership nations are three times higher than those of the nine high-gun-ownership nations.

Some groups, particularly the gun lobby, might argue that this shows how widespread gun ownership actually reduces violence rates. There is substantial evidence that this is true in the United States, where gun ownership for self-defense is very common. But there is no evidence that Norwegians, Germans and other Europeans often keep guns for defense.

The reason that European nations with more guns tend to have lower violence is political rather than criminological. Gun ownership generally has no affect on how much violent crime a society has. Violent crime is determined by fundamental economic and sociocultural factors, not the mere availability of just one of an innumerable bevy of potential murder instruments. Politicians in nations with severe crime problems often think that banning guns will be a quick fix. But gun bans don't work; if anything, they make things worse. They disarm the law-abiding while being ignored by the violent and the criminal. Yet nations with severe violence problems tend to have severe gun laws. By the same token, the murder rates in handgun-banning U.S. cities - New York, Chicago, Washington, D.C. - are far higher than in states like Pennsylvania and Connecticut, where handguns are legal and widely owned.

In sum, banning guns to the general public increases people's vulnerability and fails to reduce violence because the law-abiding citizenry are victims of violent crime, not perpetrators. Banning guns to felons, violent misdemeanants, juveniles and the insane (which our laws already do) is a good idea in general, though such laws are very difficult to enforce. Disarming those who only want to defend themselves, however, is a surefire road to empowering criminals at the expense of the innocent.

"That's pretty damn cool," shouts Scott Major, holding his earplugs as a 10-second burst of automatic gunfire rips through an otherwise tranquil forest clearing in New Hampshire.

Around him, spent shell casings litter the ground and gun enthusiasts with an eye for the kind of military hardware normally reserved for private armies slowly obliterate cutouts of rabbits and retired bowling lane skittles.

The machinegun fundraiser for the New Hampshire Republican Party on Sunday was an opportunity to let off a little steam and tell candidates in next year's US presidential election that for many Americans, gun rights matter.

"One reason we're putting this on is to say to the politicians 'come down here and watch. There's no crazy people here. Guns can be fun'," says Bob Shaunessy, a 69-year-old Vietnam War veteran and vintage firearm collector.

"Some people like baseball. Some people like football. It's just another activity," he adds, a sidearm strapped to his waist.

The debate over gun ownership in the United States is an emotive and divisive one, but the issue has so far failed to be a major factor in an early election campaign being fought largely over foreign policy and Iraq.

But all that could change in the run up to the primary season starting early next year, when parties chose their candidates. New Hampshire is traditionally one of the first states to vote, giving it an influential voice.

For many gun owners, the second amendment to the US constitution provides the legal bedrock for the right to bear arms.

"We're supporting the second amendment and showing the second amendment is alive and well," said Jerry Thibodeau, chairman of the Manchester Republican Committee co-hosting Sunday's shoot, attended by some 500 people.
The worst case scenario for gun owners after the November 2008 presidential election would be for Democrat frontrunner Hillary Clinton to take office, he said. "It won't be pretty."

The wife of former president Bill Clinton, who clamped down on gun ownership during his term in office, has few friends at the Pelham Fish and Game Club.

New Hampshire, a northeastern state with the motto "Live Free or Die," has a libertarian reputation and some of the most liberal gun laws in the country.

And while across the United States more than 20 people are killed by guns every day, New Hampshire has one of the lowest murder rates in the country -- something gun owners say proves that firearms actually reduce gun crime.

Many advocates of tighter gun control seized on April's shooting rampage in a Virginia university as evidence that gun laws need to be tightened, but for gun rights activists, the killings only showed the current rules are too tight.

"Three or four of the Virginia Tech victims had gun licenses but were told they couldn't carry guns on campus," Shaunessy says. "Just one of those guys could have stood up to that guy," he adds.

Salesman Scott Major offers a variation on the National Rifle Association's bumper sticker slogan that "Guns don't kill people. People kill people." The association is one of the most powerful lobbies in Washington.

Speaking after firing off several rounds from a US military style M60 -- an experience he described simply as "awesome" -- Major, 31, said gun ownership would be a big issue for him in next year's election.

But Dave Ridley, a decorator from Manchester canvassing for a presidential run by Ron Paul, a Texas congressman he described as a "maverick Republican and a constitutionalist," said gun rights were not just about the constitution.

"It is a defense against criminals and foreign invasion or a Nazi-type government taking control," he said. He regularly wears his Glock 9mm handgun while walking around town and says he is rarely challenged by police.

Like many other gun owners, he has no time for Arizona Senator John McCain and former New York mayor Rudy Giuliani, the current Republican favorites.

"They're there to get elected and stay elected. Gun rights are only an issue when they're popular," he said.
For John Errico, president of Pelham Fish and Game Club, Sunday's shoot was not about politics but rather family. "I bring all my grandchildren," he says. "This is a sport. It's in the Olympics," he adds.

Thomas Quinn bought his two sons to the range to fire a US military style M16, a Kalashnikov AK47 and an Uzi -- once favored by Israeli special forces.

"We're here to expand the boys' horizons," he says. "It's a little reward." His 10-year old James preferred the M16. "It wasn't really hard on the shoulder." His big brother, Tommy, 12, liked the Uzi.

Another shooter, 16-year-old schoolgirl Sarah Castelot, had never even fired a gun before trying her hand at the M16. "It was cool. It was interesting. I'd try it again but I'd make my way up to it. I need more practice," she says.

Although not old enough to vote in next year's election, she knows where she stands on the issue. "I think guns are good. We have the right to guns."

She was selling T-shirts featuring two tick boxes next to the words "Gun owner" and "Victim." Beneath, it read simply: "Choose one."

Allen Van Arsdale calls himself a peaceful man who doesn't seek out trouble. But he doesn't apologize for his killer instinct. Van Arsdale was tending his antique shop near downtown Ogden about 12:40 p.m. Monday when an intruder stormed in. "Check this out, fool!" the man yelled, with a gun aimed at Van Arsdale's head 15 feet away.
In retrospect, Van Arsdale acknowledged Tuesday, he probably should have given the man the cash he most likely wanted.
But in one swift motion, the 46-year-old rock collector droppe to a knee, pulled out the .45 Colt revolver he keeps handy and fired a shot. "I missed him by 14 inches," said Van Arsdale, owner of Al's Antiques Etc. The bullet struck a photocopy machine. The would-be bandit, who wore a black ski mask halfway down his face, took off before Van Arsdale, a former Air Force airman, could squeeze the trigger again, he said. Detectives recovered the bullet. Van Arsdale speculates the man, who is still at large, wanted money for drugs. "Whatever drugs he's doing altered his brain chemical, and he did something he probably didn't want to do," Van Arsdale said. "When somebody points a gun at me, it alters my brain chemistry and makes me do things I don't normally do."
The armed robbery was the city's first since a police officer shot and killed 41-year-old Armond Sanchez in February as he fled from a robbery, Lt. Tony Fox said. In that case, Sanchez robbed Jack's Shoe Repair store a block from Van Arsdale's antique shop and took off on foot. Police said Sanchez, who was suspected in more than a dozen robberies, raised a gun at an officer. Sanchez took $45 in the shoe-repair robbery. Shoe shop owner Dirk Moulton's first reaction to news of Van Arsdale's brush? "Hopefully he hit him," Moulton said. "I just think it's
a shame I come to work every day and work my guts out and these young punks come in and try to take [my] money."

In the aftermath of the Petit family slayings in Cheshire, we allreached for explanations:
How do human beings sink this low? How couldthis tragedy have been prevented? Why?There
are so many nagging questions. They all need to be asked. Andmaybe some old arguments
need to be hashed out again.Why not a more stringent "three strikes and you're
out" law in thisstate? Connecticut's version is so weak that it's more
like "30 strikesand we'll think about it while you strike again."Why
not speed up the criminal trial process for repeat violentoffenders? Get them off
the streets. It's been proposed many times. Mostpeople agree it should be done.
It never happens.Can't we better monitor the probation process?Can't we
do a better job of predicting -- figuring out which non-violentcriminals are about
to turn violent?Are home alarms really effective?How about dogs?But somehow all
of these ideas pale before the barbarity of thisparticular crime.That is why one
old question is worth asking again. It is this: What ifthe Second Amendment is for

right of self-defense -- theright of the individual to take up arms against a government
that wantsto oppress, be it foreign or domestic. And the right of the individualto
defend himself against criminals, brutes, and barbarians when localpolice seem unable
to stop them.Might the Second Amendment matter almost as much as the First?I think
the answer is yes.And just like the First, the Second is practical, newly relevant,
andfar wiser than the watered-down alternatives.I don't think George Bush wants
to impose martial law on his fellowcitizens. But he has diluted habeas corpus. And
he has enlarged BigBrother. You have to stop and think about a government that wants
tocontrol the thoughts and behavior of its people.Should such a government be permitted
to disarm them as well?And whereas the reform of the criminal justice system along
some of thelines suggested above (a real "three strikes" law and faster

and Michaela Petit, a gun might have.I don't say it would have.I say it might
have.Had Dr. William Petit had access to a gun and known how to use it, hemight
have been able to dispatch the two perpetrators, who were armedwith only an air
gun and ropes.Moreover, the three victims here were women.What if Mrs. Hawke-Petit
had been trained in the use of firearms?Suppose she had been able to get to a gun
after her husband was beateninto unconsciousness by the invaders? Or when she was
forced to take onecaptor to the bank to fetch him money?It's worth thinking
about.Women and children are now the major targets of predators in oursociety. Government
is not protecting them very well. Many professionalwomen who work in cities know
this and take courses in self-defense. Agun may be the only realistic self-defense
against the sort of criminalswe are talking about here.And if a few women took care
of a few thugs in cases like this; if a fewstories like this one ended in a different
way -- with a woman blowingone of these brutes to kingdom come -- it might be a
deterrent. Livesupon lives might be spared.A friend of mine said: "The gun
nuts are back."They are.And they are right.Mind you, we are talking about arming
people who are trained and knowhow to use a weapon.No one should have a gun who
has not been trained.Just as one gets training in handling a boat, motorcycle, or
car, onemust learn how to use and safely store a gun. (The National RifleAssociation
maintains an extensive national network of programs infirearms training and education.)And,
obviously, no one would be forced to own a gun.A second caveat: Encouraging citizens
to arm themselves is no "answer"to crimes like the Petit murders.An "answer"
does not exist.But it is one of several remedies when we are faced with palpable
evil.All possible remedies should be on the table:-- Various reforms of the justice

In light of the sexual assault and murders of the women of
the Petit family at the hands of brutal home invaders who
also happened to be repeat offenders, Keith C. Burris says,
"Time to admit the 'gun nuts' are right.":

What if the Second Amendment is for real? Is it
possible that it should it be revered, just like
the First Amendment?...

Is it possible that the Second Amendment is not a
quaint and antiquated remnant of a world that will
never return, but an idea as relevant and sound
today as when it was written?

Is it possible that we are not talking about the
right of the government to form a militia when
there is no standing army, but the right of the
individual to defend himself, or herself, against
both tyranny and lawlessness? Maybe we are talking
about the right of self-defense -- the right of the
individual to take up arms against a government
that wants to oppress, be it foreign or domestic.
And the right of the individual to defend himself
against criminals, brutes, and barbarians when
local police seem unable to stop them.

Might the Second Amendment matter almost as much as
the First?

I think the answer is yes.

And just like the First, the Second is practical,
newly relevant, and far wiser than the watered-down
alternatives.

I don't think George Bush wants to impose martial
law on his fellow citizens. But he has diluted
habeas corpus. And he has enlarged Big Brother.
You have to stop and think about a government that
wants to control the thoughts and behavior of its
people.

Should such a government be permitted to disarm
them as well?

Hey, whether it's an irrational fear of George Bush's
America or the legitimate fear of recidivist brutes that
convinces you that you should support the Second Amendment,
I applaud it.

Here's the rest of the story on the Petit family:

Dr. William A. Petit Jr., his head bloodied and
legs bound, stumbled out of a rear basement door of
his two-story home here into a pouring rain,
calling the name of a neighbor for help.

The neighbor heard the shouting, but so did the two
men inside the house, who peeked outside from an
upstairs window. They were both serial burglars
with drug habits, having racked up numerous
convictions for stealing car keys and pocketbooks.

This time, they took something far more precious.

The men, the authorities say, had already strangled
Dr. Petit’s wife, Jennifer Hawke-Petit, 48, and in
short order would also kill the couple’s two
daughters, Hayley, 17, and Michaela, 11. The elder
suspect, Steven J. Hayes, 44, had poured gasoline
on the girls and their mother, according to a
lawyer and a law enforcement official involved in
the case, in hopes of concealing DNA evidence of
sexual assault. He had raped Ms. Hawke-Petit, and
his partner, Joshua Komisarjevsky, 26, had sexually
assaulted Michaela.

Moments after Dr. Petit escaped, as the house was
being surrounded by police officers, the men
lighted the gasoline. The girls were tied to their
beds but alive when the gas Mr. Hayes had spread
around the house was set aflame.

NEWINGTON, Conn. -- State gun sales have shot up in the days after the wife and two daughters of a prominent Connecticut physician were killed, according to a local gun shop owner.

Scott Hoffman runs Hoffman's Gun Center on the Berlin Turnpike. In the past few days, following the triple homicide in Cheshire, Hoffman said that people have been rushing to his store to buy guns for themselves and their homes.

"They're scared," he said. "They're scared for their own personal safety and their family's safety, their children's safety and they want a way to protect themselves."


Hoffman said that the most popular weapon for both men and women looking to defend themselves is a defense-grade shotgun. Hoffman credited the gun's popularity to the short waiting period -- it can be obtained in two weeks as opposed to waiting 90 days for a pistol permit.

"We sell about 8,000 guns a year, and I'd say a majority of them are for self-defense," he said.

Channel 3 Eyewitness News reporter Jessica Schneider reported that residents questioning their sense of safety following the home invasion have also been calling companies that install security systems.

Joe Mitchell of Associated Security Corp. said his company's phones have been ringing off the hook.

"I had 15 phone calls on my phone by 9:30 in the morning," he said.

He said that security systems aren't meant to protect valuables anymore, that many people use them to protect their lives.

When I started here at the Index one of the first people to come in to talk to me (and openly make me aware of his agenda and his motivation for speaking with me) was a representative from the West Liberty Gun Club. He was a nice guy so I gave him his soapbox time. We had very differing opinions on gun control and a gun’s place in society, but he invited me to the gun club anyway.

Several weeks ago, I did a story on the West Liberty Gun Club. It was the second time I’d been out to the club. The first was for a competition and I was so confused I couldn’t write anything about it. We used that first visit as an educational experience, just to get familiar with the lingo and the people. My second visit to the gun club gave me an opportunity to do something I’d never done before and never in a million years thought I would want to do again: I shot a gun.

I’ve always thought guns were neat to look at. I always enjoyed going to the Rock Island Arsenal and seeing all the different kinds of guns, but I never wanted to shoot one. I shot BB guns as a kid but that was a long time ago and a BB gun is a heck of a lot different than a rifle.

So there I was, on that second visit, a cynical outsider with a cookie-cutter image of what “gun club people” were like. In my mind anyone who belonged to the gun club must be some kind of militant, gun-toting, camoflauge-wearing guy resembling the offspring of Ted Nugent and G.I. Joe. Not a single gun club member looked anything like G.I. Joe or Ted Nugent. In fact, most of the members I met on that second visit were children, and well-behaved children no less.

I was amazed at how seriously the kids took the competition. They were careful with and, most importantly, knowledgeable about their guns and shooting sports. They were also very calm and patient, not like any kids I’d ever seen.

It was also comforting for me to learn that most the people involved in the gun club are not hunters. Most of them are interested only in shooting sports. There were some hunters. All of them, however, had the same concerns I had about guns. They were worried about guns falling into the hands of the wrong people and people owning guns and not learning about how to care for them and use them properly. Though we had different ideas about how to solve these problems, the concern was shared.

After learning a little more myself, I was asked by members of the club if I’d like to try shooting a .22 rifle. I did and, as it turns out, I’m not a bad shot. Members of the club invited me to a ladies’ fun match, at which I placed fourth (out of only nine, two of which tied for second place. The third place winner was only 11-years old.) this past Sunday. As it turns out, shooting a gun accurately takes more concentration than I ever thought. Through this experience I’ve realized that guns are what you make of them. Guns are violent if you use them for violence. I found that it takes a certain amount of serenity and meditation to accurately fire a gun, two things I never thought could be associated with guns.

I walked into that gun club with the worst thoughts about the place and I walked out with a completely different opinion. It never hurts to try to learn a little more about the things you don’t like and the people you don’t agree with, you may find out you didn’t know enough about them to have an opinion in the first place.

Several dozen angry residents and gun rights advocates filled the Peters Council meeting Monday, asking council to reconsider an ordinance unanimously passed at its July 9 meeting that bans firearms and other dangerous weapons from township parks and most township-owned buildings.

Council members were accused of breaking the law, facilitating criminal activity, and defying the U.S. Constitution for establishing the ban, which came about after a resident carried a concealed handgun into a heated zoning hearing board meeting.

Although the resident didn't brandish or threaten to use the weapon, a board member felt intimidated when he spotted the gun, which the resident had a license to carry.

Peters already had a law on the books banning the discharge of weapons on township property.

Resident and former Councilman Peter Glasser told council he felt they'd created "free crime zones," because concealed weapons kept remote walking trails safe, while Judy Brown of the Second Amendment Sisters gave council a history lesson on Second Amendment rights. The group represents women who own firearms.

Ms. Brown questioned what constituted a "dangerous weapon," also banned from township property.

Ron Boocks, 21, asked council to rescind the ordinance, saying he frequently uses walking trails alone and citing statistics that show firearm ownership reduces crime.

Allegheny County Sportsmen's League, Inc. legislative committee Chairman Kim Stolfer told council it broke the law and may have committed a misdemeanor by passing the ordinance.

"The Pennsylvania Crimes Code makes it illegal to enact ordinances of this type," Mr. Stolfer said.

He said his organization wanted to work with the township to find a better solution and asked council to revisit the issue.

Under Pennsylvania law, residents who hold a license to carry firearms are permitted to possess and transport them anywhere in the state except onto school property or courthouse facilities. A specific provision in the state law prohibits counties and municipalities from regulating the possession, ownership or transportation of firearms.

Nonetheless, council moved forward with the ordinance because several governmental entities have challenged the law with mixed results, including Jefferson County, which successfully banned firearms from county offices because they were located in the same facility as the courthouse.

However, on Monday, Councilwoman Patricia Moore, the only Democrat on council, said a legal adviser told her the ordinance in Peters probably wouldn't stand up in court.

Councilman David Ball, a National Rifle Association member, told audience members council was trying to consider the safety of people in meetings and at parks.

"Our hearts were in the right place," he said.

Mr. Ball proposed council put the ordinance on hold for now, until more research on the issue could be conducted. The proposal was unanimously approved by 5-0. Councilmen James Berquist and Robert Lewis were absent.

One of the achievements of the 80th Texas Legislature was its passage of a castle doctrine.
The measure, sponsored by Sen. Jeff Wentworth, R-San Antonio, clarifies the instances in which individuals can use deadly force in self-defense.


In some circumstances under current law, citizens are required to retreat rather than use force in self-defense.

Wentworth's bill, which takes effect Sept. 1, broadens the presumption of reasonableness for self-defense and removes the threat of civil litigation for damages.

The Senate passed the new law by a vote of 30-0. The House followed with a 133-13 approval.

One of the 13 opponents of the castle doctrine in Texas was Rep. Borris Miles, D-Houston. Miles was inspecting the construction site of his new house last week when he heard some noises downstairs. When he went to investigate, he discovered two men trying to steal copper from the work site.

An altercation ensued during which, according to the Houston Chronicle, one of the thieves threw a pocketknife at Miles. The lawmaker, who has a concealed weapon permit, opened fire. One of the pilferers received a non-life-threatening wound.

The news accounts don't seem to suggest Miles made any effort to retreat from the dangerous situation. A jury of his peers would surely judge that Miles, fearing for his safety, acted in a reasonable way. The law that Miles voted against will erase any ambiguity.

An old saw suggests that a conservative is a liberal who's been mugged by reality.

With regard to the castle doctrine, perhaps Miles will now agree with 163 of his legislative colleagues.

SALEM -- Oregon's child welfare agency did not anticipate the firestorm it
would create when it issued new rules regulating guns in state-certified
foster homes.

Now the agency is backtracking. The National Rifle Association is on
alert. And the Oregon Legislature is likely to get involved in the
politically volatile matter of balancing an individual's right to have a
gun vs. the state's need to protect its most vulnerable children.

For years, the state Department of Human Services has required foster
parents to store firearms unloaded and ammunition locked away in a
separate place. It also prohibited having a loaded gun while transporting
a foster child in a car.

This year, the agency decided to do away with an exception for people with
concealed-weapons permits. And that's when the trouble started.

Anyone who has attended a gun show knows that guns are part of Oregon's
Western culture. An estimated 95,000 Oregonians hold concealed-weapons
permits, according to the Oregon State Police. And last year, the state
ran instant background checks on 145,774 people seeking to buy firearms at
a gun show or from federally licensed dealers. That number does not
capture gun sales between private parties.

"The right to bear arms is an equal right to the freedom of speech and
religion. If we allow one right to be taken away, it is only a matter of
time before the next one goes," says Talia Heath, a former foster mom who
lives in Canby.

Heath, 29, says she and her husband, Aaron, spent many hours in training
before becoming state-certified foster parents. They completed paperwork
and shared everything about their personal lives with child-welfare
workers, including the fact that each has a permit to carry a concealed
weapon.

The couple cared for four boys -- ranging from a newborn to an 8-year-old
-- from March 2006 through January 2007.

But then the state issued the new firearms regulations.

Rather than abide, the Heaths did not renew their state foster-parent
certification. "Being forced to choose between fostering children and
defending my constitutional rights is a horrible position to be in and one
I have considered long and hard," Talia Heath wrote to the agency.

Andrew Arulanandam, a spokesman for the National Rifle Association, would
defend that point of view. "It's flawed logic," he says, "to
think that if
you're a hunter or a person who has applied for a concealed carry permit
to defend yourself or your loved ones, that somehow you would not be a
good parent or foster parent."

But Steven Green, a law professor and director of the Center for the Study
of Religion, Law and Democracy at Willamette University, disputes the
notion that DHS gun rules represent an unconstitutional requirement.

"There's no right to be a foster parent," he says. "People understand
there may be certain conditions imposed on them that may affect a wide
degree of their rights."

Still, Green suggests, the Second Amendment generates highly emotional
debate, and there has been little guidance from the U.S. Supreme Court.

"People need to take a breath," he says.

Oregon doesn't have data showing how many of the 7,700 children living in
the state's 5,309 state-certified foster homes have been injured or
endangered by a foster parent's gun. The decision to tweak Oregon's rules
wasn't prompted by any particular incident, says Kevin George, DHS foster
care program manager.

"It really was just an issue of looking out for the safety of kids,"
George says.

Most states have rules regulating guns in foster homes. Until now, Oregon
was among 27 states with specific gun-safety requirements, according to
the National Resource Center for Family-Centered Practice and Permanency
Planning at New York's Hunter College.

Although only a few foster parents objected to the state's gun rules, Rep.
Jerry Krummel heard enough to declare that the rules violated state law,
federal law and "the Second Amendment rights of Oregonians."

Armed with a legal opinion supporting his position, the Wilsonville
Republican in April called on the DHS to rescind its rules immediately.

The agency sought an opinion from the attorney general.

Krummel was right: Only the Legislature has legal authority to regulate
firearms, the AG said.

As a result, the DHS was forced to pull back. It is soliciting public
comment this summer on a revised set of safety rules that tell foster
parents they must safely store medications, have an adequate number of
smoke alarms, and supervise children around swimming pools.

It doesn't mention guns -- and won't until the agency figures out what to
do next.

Caseworkers still have authority to make sure foster homes are safe, and
if they see guns in reach of children, they have the legitimate right to
talk to foster parents about it, George says.

At Krummel's suggestion, the DHS is assembling a work group that includes
differing perspectives to decide Oregon's policy regarding guns in foster
homes. Its recommendations probably will be considered by the 2009
Legislature.

So these poor folks suffer, starve and die, at the hands of
the government that first disarmed them.

"Police investigate the scene The 71-year-old retired Marine who opened fire
on two robbers at a Plantation sub shop late Wednesday, killing one and critically
wounding the other, is described as a former pilot for two presidents. John Lovell.
``He doesn't drink, he doesn't smoke, he works out everyday.''
Lovell was a man of action Wednesday night. According to Plantation police, two
masked gunmen came into the Subway at 1949 N. Pine Rd. just after 11 p.m. There
was a lone diner -- Lovell, who was finishing his meal. After robbing the cashier,
the two men attempted to shove Lovell into a bathroom and rob him as well. They
got his money. But then Lovell pulled his handgun, opened fire, shooting one of
the thieves in the head and chest and the other in the head.

When police arrived, they found one of the men in the shop. K-9 units found the
other in the bushes of a nearby business. They also found cash strewn around the
front of the sandwich shop. Detective Robert Rettig of the Plantation Police Department.
Both men were taken to Broward General Medical Center, where one, Donicio Arrindell,
22, of North Lauderdale died. The other, 21-year-old Frederick Gadson of Fort Lauderdale
is in critical but stable condition.

White, a longtime friend of Lovell, was not surprised to hear what happened. ''He'd
give you the shirt off his back and he'd be mad if someone tried to take the
shirt off your back,'' he said. White said Lovell worked as a pilot for
the Marines, flying former Presidents John F. Kennedy and Lyndon B. Johnson. He
later worked as a pilot for Pan Am and Delta. Lovell is not married and does not
have children. He is not expected to be charged, authorities said. ''He
was in fear for his life,'' Rettig said. These criminals ought to realize
that most men in their 70's have military backgrounds and aren't intimidated
by idiots. Something tells me this old Marine wasn't "in fear" even
though his life was definitely at risk. Just waiting. And he better not be charged!
More like rewarded.

The only thing he could be charged with is partaking in an unfair fight. One 71
yr young marine against two punks. Two heads and one center body mass shot- good
shooting!* Even better would have been to double tap them both. Let's hope the
scumbag in critical condition kicks. That'll teach them to get between a marine
and his meal. If not for U.S. Marines, I would have completely lost hope in America
a long time ago.

SAF CALLS FOR FIRING OF BOSTON GLOBE COLUMNIST IN STRAW PURCHASE
BELLEVUE, WA – The Second Amendment Foundation today sent a letter to Martin Baron, editor of the Boston Globe, asking that Globe columnist Steve Bailey be fired for his acknowledged participation in the straw purchase of a handgun in New Hampshire about two years ago.

Bailey wrote a column about his trip to the gun show in the Globe’s Nov. 30, 2005 edition, but only recently did he disclose important details of the transaction during a live on-air discussion with WRKO radio hosts Tom Finneran and Todd Feinburg. The Globe is owned by the anti-gun New York Times.

During that July 10 radio segment, Bailey explained that he visited the gun show with an unidentified New Hampshire man. He was also with John Rosenthal, head of Stop Handgun Violence in Massachusetts. They wanted to prove how “easy” it would be to purchase a handgun at a gun show.

Here’s what Bailey told his hosts on the air: “We finally settled on a .38 Special. To be fair we took a new Hampshire resident with us who was a guard, a prison guard. It would have been much harder; you would have had a waiting time if you were a Massachusetts resident…

“But he (the New Hampshire man) bought it for me. I gave him a couple of hundred bucks. We expensed it to the Globe by the way. One of the first things I learned when I came to the Globe was I never saw a receipt I couldn’t expense.”

SAF founder Alan Gottlieb was astonished by the statement, noting, “Bailey admitted to committing a federal felony on live radio, and he also involved the Boston Globe in his criminal enterprise by having them reimburse him for the illegal purchase. He claims he gave the gun back to the New Hampshire man, and doesn’t know where it is now. Bailey’s admission is simply outrageous.

“Just because you hate guns, and Bailey made it clear that he thinks ‘we have way too many guns in this country,’ illegally buying a gun just to write about it is still a federal crime,” Gottlieb added. “We’ve called for an investigation of this incident, and based on what’s said in that audio, we think Bailey should be terminated as a Globe employee. We also want Rosenthal’s involvement investigated, because it is clear from the broadcast and statements he made to Gun Week that he was a party to this transaction.”

Data released by the FBI's National Instant Criminal Background Check System (NICS) reveal a very active year so far for background checks leading to the sale of firearms. From January through June, NICS reported 5,221,633 background checks, a 19 percent increase from 4,384,156 in the same period in 2006. May and June showed the largest increase year over year, with 28 percent and 29 percent increases respectively. The increase coincides with an uptick in excise taxes reported by firearms and ammunition manufacturers, another key economic indicator for the firearms industry.

The founder of the Second Amendment Foundation today said he will supply Brady Campaign President Paul Helmke with documentation on the “text book case” from Missouri that helped convince that state’s legislature to pass a “Stand-Your-Ground” law to protect citizens from criminal or civil prosecution when they shoot in self-defense.

In a series of debates with SAF founder Alan Gottlieb last week, Helmke told MSNBC viewers that he has been unable to identify anybody who has ever been sued and suffered financially for shooting in self-defense.

“Helmke is sadly uninformed, and we’re going to educate him,” Gottlieb said. “The case of a Carroll County man who was charged in December 1992 for shooting a burglar and subsequently acquitted, but then was sued almost immediately in civil court for $250,000 by the burglar’s family, is exactly the kind of outrage this law, and similar statutes in other states, is designed to prevent."
The civil case was originally filed in February 1993 in Carroll County (CV193-15CC) but transferred to Livingston County and renumbered (CV793-139CC).

“Ultimately,” Gottlieb continued, “this case shows just how much a person can suffer, emotionally and financially. The homeowner first had to endure the costs and emotional stress of successfully defending himself in criminal court. Then the plaintiffs in the civil suit finally settled with the homeowner’s insurance company for $20,000, a decision in which he had no say. That company turned around and cancelled the man’s policy.

“For Paul Helmke, or anyone else, to claim that such statutes are unnecessary is proof that the anti-self-defense crowd is on the side of the criminals,” he stated. “They fought sensible concealed carry statutes in 40 states, and couldn’t stop stand-your-ground laws in 19 states. Their agenda is to defend laws in the remaining states that victimize law-abiding citizens who defend themselves. First these citizens are victimized by the criminal, then by the criminal justice system and finally in the civil courts.

“Claiming that such cases are urban myth, as Helmke did in our debate, smacks of head-in-the-sand arrogance,” Gottlieb said. “Paul Helmke is either woefully uninformed or deliberately ignorant of the facts, and the Second Amendment Foundation is going to correct that.”

John Rosenthal Admits to Violating Federal Gun Law

On Tuesday, July 10, 2007 John Rosenthal, of Stop Handgun Violence and American Hunters and Shooters Association, was a guest on WRKO 680 AM “Finneran’s Forum” show. Rosenthal was on the show to discuss his organization’s new political billboard slamming the National Rifle Association.

During the show a reporter, Steve Bailey of the Boston Globe, explained how he and Rosenthal had attended a gun show in New Hampshire over a year ago. The trip was supposed to prove how easy it was for criminals to buy a handgun in New Hampshire. They actually found that it was not possible to do so without violating several laws.

Rosenthal explained that when he tried to purchase a handgun from a licensed dealer, he was told he could not because he was not a resident of New Hampshire. Bailey and Rosenthal then explained how they brought a New Hampshire resident with them, supposedly a prison guard, who was able to pass the background checks and purchase the gun for them. Bailey even stated on Finneran’s show that the Boston Globe paid for the gun. When asked by the hosts of the show if he had committed a straw purchase, Rosenthal admitted that he had indeed conducted a straw purchase to prove a point.

Unfortunately for Rosenthal, the point is that he and Bailey had to admit that it was illegal for him to go to New Hampshire and purchase a handgun. He also had to admit that the only way for him to obtain a handgun at the gun show was to do it illegally by conducting a federally prohibited straw purchase and thereby committing a felony. Unfortunately, the person most vocal in Massachusetts about increasing the restrictions on lawful gun ownership has himself committed a gun crime and will most likely never be prosecuted for it. This is yet another example of the great hypocrisy from the anti-civil rights elite.

NEWTOWN, Conn., July 9 /PRNewswire/ -- Citing careful review of New York City Mayor Michael Bloomberg's statements and actions, listening to the concerns of many of his constituents and receiving communications from and speaking with officials at the National Shooting Sports Foundation (NSSF) -- the firearm industry's trade association -- Oldmans Township (NJ) Mayor Harry Moore resigned his membership in the Mayors Against Illegal Guns coalition (MAIG) Saturday afternoon.
"I joined your coalition because of its purported purpose to combat the criminal acquisition and misuse of guns, which is a goal shared by all Americans," wrote Moore in his resignation letter to Mr. Bloomberg. "Regrettably, it has become abundantly clear to me that you are using this coalition of mayors to advance a hidden agenda of bringing lawsuits against members of the firearms industry and spreading anti-gun propaganda."

Mayor Moore's letter addressed several key issues that are currently playing out before the United States House of Representatives and the United States Senate. Chief among these is the Shelby / Tiahrt amendment, legislation designed to safeguard criminal investigations and law enforcement lives by restricting access to firearms trace data solely to law enforcement. Mayor Moore, along with law enforcement groups such as the Fraternal Order of Police, supports reauthorization of Tiahrt / Shelby, legislation he refers to as a "law enforcement lifeline." Mayor Bloomberg and the MAIG coalition vehemently oppose such law enforcement protections as it would hinder the ability of anti-gun politicians to sue law-abiding firearms retailers.

"We are pleased that Mayor Moore took the time to educate himself on the real motives and agenda of Mayor Bloomberg's coalition," said Lawrence G. Keane, NSSF senior vice president and general counsel. "The MAIG coalition is not about catching criminals, thwarting the misuse of guns or protecting law enforcement. It is about one thing and one thing only: filing civil suits against lawful firearms retailers. Clearly Mayor Moore understands this, and we remain confident that as the truth surfaces more MAIG resignations will follow."

Noted in the resignation letter was the Department of Justice's admonishment of Mayor Bloomberg for his actions involving civilian private investigators conducting clandestine sting operations against federally licensed firearms dealers, without the knowledge of ATF or the New York City police department. These tactics interfered with already ongoing investigations and endangered the lives of law enforcement officers and others. "The Department of Justice warned you to refrain from these actions ... I do not want the blood of a police officer on my hands so that you can advance your anti-gun litigation campaign," wrote Moore.

Mayor Moore's letter also pointed out Mr. Bloomberg's refusal to meet with NSSF officials who had offered to discuss their already proven effective programs to curb criminal acquisition and misuse of firearms. "I learned of several instances, all well documented, in which you actually rebuffed the efforts of the firearms industry -- a community that has repeatedly shown its willingness to work with federal, state and local authorities on programs to curb criminal access of guns. Perhaps if you had allowed NSSF to address the coalition we would have learned about some of their proven programs such as the 'Don't Lie for the Other Guy' campaign."

The resignation letter ends with a plea to the New York City mayor. "I can only hope that you will see my departure and the recent departure of other mayors from your coalition as a sign that things must change. We are all on the same side when it comes to stopping criminals from getting guns. Where you lose me is in your true quest -- to end lawful firearms ownership and destroy a lawful American industry," concluded Mayor Moore.

Dear Mayor Bloomberg,

Upon careful review of your statements and actions, listening to the concerns of many of my constituents and receiving communications from and speaking with officials at the National Shooting Sports Foundation (NSSF), the firearm industry's trade association, I hereby, effective immediately, resign my membership in the Mayors Against Illegal Guns coalition (MAIG).

I joined your coalition because of its purported purpose to combat the criminal acquisition and misuse of guns, which is a goal shared by all Americans. Regrettably, it has become abundantly clear to me that you are using this coalition of mayors to advance a hidden agenda of bringing lawsuits against members of the firearms industry and spreading anti-gun propaganda.

It is simply unconscionable that this coalition, under your leadership, would call for a repeal of the Shelby /Tiahrt amendment that helps to safeguard criminal investigations and the lives of law enforcement officers, witnesses and others by restricting access to firearms trace data solely to law enforcement. How anyone, least of all a public official, could be willing to sacrifice such a law enforcement lifeline in order to gain an edge in suing an industry they have political differences with is repugnant to me. The fact that your campaign against this protective language consisted of overheated rhetoric, deception and falsehoods is disturbing. In a recent editorial entitled "Setting the Record Straight," ATF Acting Director Sullivan repudiated your long-held mantra that the current legislation forbids law enforcement from sharing trace data. In clearing up this mistruth, Acting Director Sullivan stated, "Let me be clear: neither the congressional language nor ATF rules prohibit the sharing of trace data with law enforcement conducting criminal investigations, or place any restrictions on the sharing of trace data with other jurisdictions once it is in the hands of state or local law enforcement."

According to ATF and the Department of Justice, your actions in having civilian private investigators conduct clandestine sting operations against federally licensed firearms dealers, without the knowledge of ATF or your own police department, actually interfered with ongoing criminal investigations, putting the lives of law enforcement officers and others at risk. The Department of Justice warned you to refrain from these actions because such efforts could "interrupt or jeopardize ongoing investigations." In response, your Deputy Mayor Ed Skyler stated that the operations would not necessarily stop. I do not want the blood of a police officer on my hands so that you can advance your anti-gun litigation campaign. I prefer instead to support the Fraternal Order of Police, a group that opposes your coalition's efforts to gain access to gun trace data for use in civil lawsuits. If a federally licensed firearms dealer is engaged in criminal activities it is the job of law enforcement, chiefly ATF – which works closely with state and local law enforcement agencies – to investigate and arrest those that would abuse their license for criminal purposes. Instead of supporting ATF I have learned recently that you and your criminal justice coordinator John Feinblatt have repeatedly insulted the Bureau, saying it was "asleep at the switch" and that "ATF does not take its mission seriously." I will not be associated with such inappropriate behavior.

While re-examining my participation in MAIG I learned of several instances, all well documented, in which you actually rebuffed the efforts of the firearms industry – a community that has repeatedly shown its willingness to work with federal, state and local authorities on programs to curb criminal access of guns. This is indeed disconcerting. Perhaps if you had allowed NSSF to address the coalition we would have learned about some of their proven programs. One such program, called Don't Lie for the Other Guy, seems to be a productive and legal way of working with firearms retailers to better educate them about recognizing would-be straw purchasers. The program, done in conjunction with ATF, also has a public relations component that warns residents in targeted areas of the severe penalties associated with straw purchasing firearms.

Mayor Bloomberg, I can only hope that you will see my departure and the recent departure of other mayors from your coalition as a sign that things must change. We are all on the same side when it comes to stopping criminals from getting guns. Where you lose me is in your true quest – to end lawful firearms ownership and destroy a lawful American industry.

BELLEVUE, WA – While Rev. Jesse Jackson is feverishly organizing a 25-city anti-gun protest on Tuesday, Aug. 28, the Citizens Committee for the Right to Keep and Bear Arms (CCRKBA) wants gun owners to visit gun shops and shooting ranges, and contact their state and federal lawmakers on that date to demand that they support our Second Amendment rights.

Jackson’s day of national protest is timed on the anniversary of Dr. Martin Luther King’s 1963 March on Washington, D.C.

“The great hypocrisy here,” said CCRKBA Chairman Alan M. Gottlieb, “is that Dr. King’s historic march was to promote and defend civil rights. What Jesse Jackson is planning is designed to crush America’s most important civil right. A right that Dr. King exercised by owning a handgun.”

Jackson wants to limit the number of firearms a person may purchase in a calendar year, place new restrictions on who is allowed to legally own a handgun, and mandate longer waiting periods.

“While Jackson and his gun-grabbing cronies want to make it more difficult, if not impossible, for average Americans to keep and bear arms,” Gottlieb said, “gun owners can exercise their Constitutional rights, and tell their lawmakers to defend the Second Amendment. They can visit a gun shop, buy a gun or ammunition, or visit a range and exercise their rights.

“Being from Chicago,” Gottlieb said, “it is astonishing that Jackson has failed to see the correlation between that city’s Draconian handgun ban and Chicago’s violent crime rate, yet he wants to lead a nationwide protest against a constitutionally-protected civil right. Rev. Jackson evidently has forgotten the question raised in Luke, Chapter 6: ‘Can the blind lead the blind’?”

“Holding law-abiding gun owners responsible for crimes they did not commit, which is what restrictive gun laws do, is like bearing false witness against thy neighbor,” Gottlieb said. “I might suggest that anybody joining in this protest remember the words of Matthew, who said ‘Beware of false prophets, who come to you in sheep’s clothing, but inwardly they are ravening wolves.”

BELLEVUE, WA – Applauding the blunt honesty of Oldmans Township, NJ Mayor Harry Moore in his resignation letter to New York Mayor Michael Bloomberg’s anti-gun Mayors Against Illegal Guns, the Second Amendment Foundation today said Moore’s candor should be an inspiration to everyone who opposes political demagoguery. Mr. Moore is the sixth mayor to quit the coalition.

This has always been about getting access to sensitive gun trace data to fuel harassment lawsuits against the firearms industry, and to advance Bloomberg’s agenda of personal and political self-aggrandizement.

“We’ve known for a long time what Mayor Moore discovered with a little digging,” Gottlieb continued. “He learned that Mayor Bloomberg has actually rebuffed efforts by the firearms community to work with local, state and federal law enforcement to prevent criminal access to firearms. Mayor S. Fred Simmons' habit of carrying a gun around Aberdeen has received criticism from residents in recent weeks.

Last week, it got him an award.

An organization Simmons says he had never heard of announced it has bestowed upon him the Responsible Democracy Award - because he carries a gun and isn't afraid to say so.

Maryland Shall Issue Inc., a gun-rights group based in Libertytown in Frederick County, proclaimed that it was "impressed by Mayor Simmons' declaration that he carries a gun because it is his right to do so, and because he may frequent high crime areas."

The group announced Wednesday that it was presenting its Responsible Democracy Award to Simmons and will send him a certificate.

"I had no knowledge of it," Simmons said. "If it's a good organization, I'm flattered they took the time to recognize me."

On his lunch hour, Simmons frequently goes for walks in the more troubled areas of town. "There's no place in Aberdeen that I will not walk," he said.

The mayor carries a 9 mm Glock pistol and said he has the proper permits to carry a concealed weapon.

Maryland Shall Issue describes itself as a nonpartisan volunteer group that advocates for the expansion of gun laws in the state, particularly limitations on the ability to carry concealed weapons.

On its Web site, the organization poses the question: "Why should it be so much more difficult for the law-abiding citizen to carry than for the criminal?"

"This is the hallmark of democracy, which is what this is about," said Henry Heymering, president of
Maryland Shall Issue. "There are very few people who openly will declare that they carry a gun, and it's certainly not people here in Maryland."

Simmons' recent history might strengthen his inclination to carry a gun. In June, two teenagers, one of whom was brandishing a baseball bat, confronted Simmons during a walk. That day, Simmons did not have a police escort and radioed for help. The teens eventually backed down, though Simmons has said he did not draw his weapon.

At the public comment segment of a City Council meeting last month, a number of residents criticized Simmons for carrying a gun, saying it made Aberdeen appear unsafe.

The Responsible Democracy Award is the first of its kind issued by Maryland Shall Issue. Heymering said there was no formal nomination process.

"The comment that instigated it was that [Simmons] said he carried a gun and that it was his right to do so," Heymering said. "And that he went to high-crime areas in the city - that was the basis for it."

The group has 2,000 supporters, Heymering said Friday, but he could not say how many formal members the group has.

Published July 8, 2007There appears to be a growing trend of misinformation surrounding the facts and merits of the S.C. House's concealed carry bill picking up more media attention.

The measure, which would legalize concealed weapons on public school grounds for permit holders, has gained strong support from many students and those in the House, with most opposition coming from school administrators and police officials. In order to ensure that debate on this topic is not done with false information, a few things need to be clarified.

Many opponents of the bill call this a "knee-jerk reaction" to the shootings at Virginia Tech. This isn't true. In fact, the bill's idea originally was presented to Rep. Michael Pitts in September 2006 after shootings in Vermont and Canada - two of six school shootings within six consecutive months. The bill - the brainchild of a student, not a state legislator - simply found new attention after the Virginia Tech shootings.

Secondly, many opponents don't recognize that crime with concealed carry permits is largely nonexistent. The recent killings by a man in Beaufort with a concealed carry permit is the first instance of such a crime since SLED began issuing concealed weapons permits more than a decade ago. In terms of statistical analysis, concealed weapon crime is statistically irrelevant.

But opponents to this bill wouldn't want to realize this. In fact, the argument they set up against this bill is the real "knee-jerk reaction" based upon emotion rather than logic or factual data. The truth is that very few people on campus would qualify to carry a gun onto campus - those 21 and up (mostly seniors and some juniors) and those who complete a concealed carry course. Those who pass this course qualify with training and a shooting test and have been proven to be trustful citizens.

While those responsible for security on campuses have some authority behind their opinions, just because they are police officials does not necessarily mean their opinions are right. The Virginia Legislature considered a similar bill in January 2006 and struck it down. "I'm sure the university community is appreciative of the General Assembly's actions," said Larry Hincker, Virginia Tech's spokesperson. "This will help parents, students, faculty and visitors feel safe on our campus." A little more than one year later, a school shooter took the lives of 32 students on that campus.

Clemson University Police Chief Johnson Link said in a safety meeting that the police department does not have the manpower to secure the entire campus. Yet, Link is one of the leading critics of the bill. In doing so, Link, as well as other opponents, have essentially said that although his department does not have the ability to protect students, students should also not have the ability to protect themselves.

Police have never once stopped a school shooting after it has started. This is fact. What is also fact is that the only school shooters who have been subdued were subdued by students or civilians using personal firearms retrieved from their vehicles.

When will we realize that police are ineffective at protecting our students, and when will we give the constitutional right to bear arms and protect oneself back to the people who need it most?

MOSCOW — Sixty years after the AK-47 went into production, Mikhail Kalashnikov
says he does not stay awake at night worrying about the bloodshed wrought by the
world's most popular assault rifle.
"I sleep well. It's the politicians who are to blame for failing to come
to an agreement and resorting to violence," Kalashnikov said Friday at a ceremony
marking the birth of the rifle, whose initials stand for "Avtomat Kalashnikov."

It was before he started designing the gun that he slept badly, worried about the
superior weapons that Nazi soldiers were using with grisly effectiveness against
the Red Army in World War II. He saw them at close range himself, while fighting
on the front lines.
While hospitalized with wounds after a Nazi shell hit his tank in the 1941 battle
of Bryansk, Kalashnikov decided to design an automatic rifle combining the best
features of the American M1 and the German StG44.

"Blame the Nazi Germans for making me become a gun designer," said Kalashnikov,
frail but sharp at age 87. "I always wanted to construct agriculture machinery."
Since production began, more than 100 million AK-47s have been made — either at
the home factory in the central Russian city of Izhevsk, under license in dozens
of other countries, or illegally. Sergei Chemezov, director of the Russian arms
export monopoly Rosoboronexport, said nearly a million a year are produced without
license.

The AK-47 has been a mainstay in wars, coups, terrorist attacks, robberies and other
mayhem. Its popularity comes from being rugged and easy to maintain, though its
accuracy is not high.

It proved ideal and extremely reliable for warfare in jungle or desert — easily
assembled and able to keep firing in sandy or wet conditions that would jam a U.S-made
M-16.
"During the Vietnam war, American soldiers would throw away their M-16s to
grab AK-47s and bullets for it from dead Vietnamese soldiers," he said. "I
hear American soldiers in Iraq use it quite often."
The simplicity and reliability of the AK-47 made it a favorite of rebel movements
worldwide — it even features on the Mozambique flag. Keen to support anti-colonial
movements in Asia and Africa, the Soviets proliferated the rifle, sometimes for
free, to pro-Soviet regimes or insurgents.
In 2005, Venezuelan President Hugo Chavez, who styles himself as a leader of the
fighting against imperialism, ordered 100,000 for his army.
"The Kalashnikov rifle is a symbol of the creative genius of our people,"
President Vladimir Putin said in a statement read to Kalashnikov at the ceremony
in the Central Russian Army Museum.
"It's a huge and splendid celebration," said Nikolai Shvets of Rosoboronexport.
"For another 20 years, the AK-47 will remain unsurpassed by any other automatic
rifle in the world."
Kalashnikov is still active and prolific — he tours the world as a Rosoboronexport
consultant helping strike new arms deals, and has written several books on his life,
about arms and about youth education.
"After the collapse of the great and mighty Soviet Union so much crap has been
imposed on us, especially on the younger generation," he said. "I wrote
six books to help them find their way in life."
He said he is proud of his bronze bust installed in his native village of Kurya
in the Siberian region of Altai. He said newlyweds bring flowers to the bust.
"They whisper 'Uncle Misha, wish us happiness and healthy kids,'"
he said. "What other gun designer can boast of that?"

clear answers to what lowers the crime> rate, what increases the crime rate and what doesn't have any effect at all.> Despite their popularity as explanations for the remarkable drop in crime in> the '90s, the aging of the population and the enforcement of quality-of-life> crimes both had virtually no effect.
What did work was higher arrest and conviction rates, concealed-carry laws
and the reinstitution of the death penalty. "Generally, the studies found,"
Lott writes, "that each execution saved the lives of roughly 15 to 18 potential murder victims." So basically, there's a much bigger death penalty
for having no death penalty. Meanwhile, gun locks and gun self-storage
laws lead to more deaths, for the obvious reason that if the owner can't
get to his gun in time, the beneficial effect of having a gun is lost. Lott
also shows that crime skyrocketed in cities that implemented affirmative action policies that> lowered allegedly "biased" and "irrelevant"
tests for cops. Speaking of crime, there's even something for Paris
Hilton in this book! Lott says that "when we analyze the overall consequences
a criminal faces after conviction, we find a surprising result: Rich criminals face disproportionately high penalties." The Los Angeles Times
recently did an analysis of jail sentences for Hilton's precise offense:
i.e., driving with a suspended license after being> arrested for drunk driving.
The majority of these offenders served four days, exactly what Hilton got --
until she was returned to prison. By serving her full 23 days, Hilton served
more time than 80 percent of people> arrested for the same offense.
In addition to losing their reputations, their inheritances and generally their spouses, according to Lott, wealthy felons also earn less money post-conviction than poor defendants. Not relative to their prior salaries, but in direct comparison.
"Amazingly," Lott says, "after controlling for a> variety of social
and demographic factors, wealthier ex-convicts on average> earn a lower salary
after their conviction than poorer ex-convicts." Let's hope so.
Felons are usually Democrats. As Lott notes: "Michael Milken, Martha Stewart
and Leona Helmsley share something in common besides being convicted felons
-- they are all Democrats. While their wealth sets them apart from the typical
felon, their party registration is the same as most former convicts."
I believe this point was subtly highlighted when Willie Horton told the
press in 1988 that of course he supported Michael Dukakis for president. "According to academic studies," Lott says, "from 1972 to 1996, on average, 80 percent of felons would have voted Democratic. An overwhelming 93 percent ostensibly would have voted for Bill Clinton in 1996." This is not because, as you might imagine, blacks have high crime rates and also happen to be overwhelmingly Democratic. Lott compares the voting patterns of felons and nonfelons, controlling for race, age, education level, religious habits, employment, age and country of residence. Wholly apart from all these factors, felons were still more likely to vote Democratic. Indeed, in the 2004 election, Lott says, felons in Washington state "voted exclusively for Democratic presidential candidate John Kerry."
With so many felons being Democrats, the party might want to think about>
changing its mascot from a donkey to a jailbird. Needless to say, Democrats
are neurotically obsessed with restoring the> right to vote to felons. But the
ex-cons themselves rarely express any interest in regaining this particular
right. What ex-cons want is the right to own a gun. "Felons," Lott
says, "who frequently live in poor, high-crime neighborhoods, want to be
able to defend themselves." So the evidence is in on that one, too:
Preferring the right to bear arms to> the right to vote (for choice), convicted felons have a superior value> system to liberals.

An elderly man shot a 31-year-old man who he said had robbed
him at gunpoint late Friday night in northeast Dallas.

Charlie Andrew Myers III of Dallas was recovering Saturday
from gunshot wounds in the throat and shoulder at Baylor
University Medical Center.

Amor Kerboua, 79, was driving into the parking lot of his
apartment in the 6400 block of Melody Lane, near Northwest
Highway and Skillman Street, when a man police identified as
Mr. Myers approached him, according to a police report. Mr.
Myers put a handgun in Mr. Kerboua's face and demanded
money, police said.

Thinking it was a joke, Mr. Kerboua pushed the gun away, but
Mr. Myers pointed it at his face again. Mr. Kerboua opened
his back door and handed Mr. Myers a cup containing $242.50.
Mr. Myers then pointed the gun at Mr. Kerboua's stomach and
told him, "I'm going to shoot you, [expletive]," according
to the police report.

Mr. Kerboua then drew a .38-caliber Smith & Wesson handgun
from his front pocket and shot Mr. Myers in the throat. Mr.
Myers fell to the ground but kept his handgun pointed at Mr.
Kerboua, who then fired two more times into Mr. Myers'
shoulder, police said.

Investigators released Mr. Kerboua, who has a concealed
handgun permit, after concluding that he had shot in
self-defense. Reached Saturday, Mr. Kerboua declined to
comment.

Mr. Myers was expected to face charges after his release
from intensive care.

A majority of Americans believe current gun laws should
remain as they are, and that stronger gun control laws are
not necessary, even after the Virginia Tech massacre,
according to the results of a recent Rasmussen poll.

The poll marks a surprising turnaround in public opinion on
gun laws. Shortly after the Virginia Tech shooting, a
Rasmussen poll found only 37% of the respondents opposed to
tougher new gun laws.

Rasmussen conducted a national telephone survey that found
49% of the respondents saying the country does not need
stricter gun laws, while only 43% now support tougher gun
laws. The poil contacted 1,000 Americans on May 29-30 and
has a 3% plus/minus margin of error.

According to Rasmussen Reports, there is a “huge gender gap”
on the gun issue. Men are decidedly against new gun
controls by a 2:1 margin (64% to 32%) while women support
new gun laws by a 52-36% margin.

As might be expected, there is also a major partisan split
on the gun issue. Among Democrats, 58% want tougher gun
laws, with 34% of the acknowledged Democrats opposing
stricter laws. On the Republican side, it was a 69-22% tilt
against tougher gun laws, the Rasmussen survey revealed.

The poll found that respondents who are not affiliated with
either major party are evenly split on the gun issue.

Forty-five percent of Americans have a favorable opinion of
the National Rifle Association, while 33% are not NRA fans.

Forty percent of the respondents said tougher gun laws will
have no impact on violent crime, while 37% believe tougher
gun laws would reduce violent crime, and 16% believe violent
crime will actually rise with more restrictions on gun
rights.

Following the Virginia Tech incident, Rasmussen Reports
found 45% of American adults thought the nation needs
tougher gun laws. That number slipped 8% with the more
recent poll.

That earlier poli also found 39% of the respondents saying
tougher gun laws are not needed. That position gained a
stunning 10% shift away from tough gun laws with the more
recent poll.
