I think that means that he would've had to have clear through waivers in the WHL without a team picking him up. To me that would indicate that there weren't any teams that had a spot for him. If I'm not mistaken, a team could pick him up for nothing after he cleared waivers so if that didn't happen, it's obvious that no one was willing to trade for his rights. That may be indicitive of his market value at this point in time or an indicator that other teams had their 20 spots filled up with more elite players or guys with equal talent to Cooper.
