Any decent outfitter has PFDs & paddles at no extra cost. I wouldn't rent from a place that didn't.
They may also be required to provide a resq kit by law.
You can almost guage the outfitter by the resq kit they give you. If the bailer is an old jug and 3' of cord, you're at the right place. If it's an orange deal with a screw lid and everything inside, well those would be interesting in an upset. There you are in your swamped canoe and you have to unscrew the kit and then everything is bobbing around in the water...floating away...
