at least they're not actual fakes.

Look-alikes? Clones? Copies? Sure.

But they're not branded as Panerai so while I myself think they're hideous, I doubt it's illegal.

every guitar luthier "rips off" the les paul / strat design. every watch brand "copies" the rolex look. so this is just another one. i wouldn't worry too much about it and i'm sure panerai isn't....yet

It's not a direct fake, not even a direct copy. It's obviously based on Panerai design cues but is different enough not to be confused with a genuine example. You're right about the Fender/Rolex example too. No-one bats an eyelid when you see an electric guitar that looks like a Strat or a Pulsar for example that looks like a Rollie. In fact, the other day I found at the back of a drawer, one of my first 'decent' (for a 14 year old) watches that I was given for a birthday present which bears more than a passing resemblance to a Rolex Oyster Perpetual. New battery in it and it runs like a dream! I wouldn't be too concerned about the Zuriner.
