      Was the user with the lower access trying to load the same journal you were? If not, it might be that the journal file you were trying to load did not pass the journal validation. My experience is that you can load a journal that does not have a valid account/custom1/custom2/custom3/custom4 combination into "working" status but not into a higher status. As journals go from working to submitted, they are validated for account/custom1/custom2/custom3/custom4 combination's and if the combination is not correct, they are not allowed to submit.
