1.) I don't think anybody thought there was/should be a big difference in the two teams and yes the difference between 4 and 6 is not a meaningful separation.
2.) This one's been beaten up too much, but facts are facts. Despite the fact that 40% of the players from the previous year's roster weren't on this years. The varsity team took one player that had played on the JV team out of tryouts. They added a couple of JV players at the roster deadline for insurance(neither of these players had played a shift at varsity prior to that point), I would hardly call that being "promoted" to the varsity team.
Like I said this one's been beaten to death and there's not really a lot of separation between one player and two anyway
