Not enough D3 teams are located anywhere near the mid-west. Which makes it pretty much impossible for most teams to be able to afford moving to D3. This is true from both the increased costs and the time required to travel.
Unless a number of central silver teams moved at once it isn't happening. I've also heard that the higher ranked D3 teams are better than many of the middle of pack D2 gold teams. So although the idea has merit on the surface, don't see it happening anytime soon.
