      Your image of what the boards job is and the real job of the board are different. You can tell teams a million times to submit things but if they don't then sometimes you can't do much. You can tell teams at the board meeting that next year if enough votes aren't handed in then there will be no awards once again. There is no set in stone "league law" that there must be awards. If teams wanted them bad enough they would vote on them, if not, too bad.
