RMU Peoria vs Illinois State D3 forfeit?

Was the saturday game a forfeit? If so, why?

ISU took a major penalty a few minutes into the second, the penalty was on the goaltender, with a major penalty, the rule stated by the ref was that the goalie must serve the penalty, ISU failed to bring a backup goaltender forcing them to play 5 on 5 but with no goalie, rmu quickly put in a few goals and ISU decided to forfeit the game and go home
