22 days is not enough time to see growth. The majority of people see results in 3 months and onwards and anyone who see results any earlier are blessed in my opinion. If your metabolism is too fast then you need to consume more calories, fat, and protein to make sure you have enough fat to be stored in the breasts. Protein seems to help more than carbohydrates for increasing breast size because protein contain amino acids, which are the building blocks for rebuilding new tissue. Too many carbs raises your insulin levels and that lowers your growth hormone levels which is also necessary for breast growth. We all need carbs but many of us are consuming too many of the wrong kind, which just turns to sugar in the body (those being white breads, refined pasta, white potatoes, and sugar) and that is the kind that will lower your growth hormone levels.
Don't worry, you still have plenty of time before you should be concerned about not seeing growth.
Herbs don't get 'burned off'. The substances in the herbs that do the NBE aren't fuel, they are hormone-like agents. I'm not sure, but I don't think fast metabolism would be bad for NBE. If I'm not mistaking, phytoestrogens circulate the blood untill they find a receptor to bind to and after a while they get degraded in the liver and flushed out of the body, I think that's arround 8 hours. If fast metabolism does shorten the half life of the herb substances, it would be good for you to take herbs less spaced apoart and in more daily doses, maybe 4 times per day. It would also be good to apply a herbal cream, to increase the ammount of phytoestrogens that reach the breast before they pass through the liver.
