I would assume they are measuring around the fullest part of the breast.

Yes, the fullest part of the breast- measure at that point, all the way around the body (ribcage.)

i measure around my ribcage. right on my nipple which is the fullest part of my breast. i guess what you would call the circumference. Some women do different measurements also. they might measure from the collar bone all the way down over the nipple to just right at the crease under the breast. or measure from the middle of the chest in between the breasts and measure each breast individually over the nipple to under the armpit where the 'breast tissue' ends. hope this helps.
