ethical shooting?

I'm fairly new to these forums, but I've seen in other places where people are shooting random birds in trees from distances they can't be identified just for target practice. Is this common or are there some unwritten rules for what an ethical target for our pellet guns are? I understand rats, mice, pigeons, rabbits (eaten), gophers, and the european starlings. Maybe crows and magpies idk, but what exactly is considered a varmint, and what is a "songbird"? I even understand shooting pheasent as it's legal when in season, but is it pretty much accepted to fire away at anything with fur and wings, and maybe scales? Are there certain pest species we can cull that will actually bennefit our environment? Such as gophers to at least limit hanta virus and plague carrying fleas etc?
