Actually I know for a fact that 8fpe is plenty for a muskrat out to 20 yards. I knew a fellow who worked for a small town in Ontario keeping muskrats out of the water works. He used a Crosman 167 which is about an 8.5 fpe rifle out to 30 yards to keep the muskrats under control. Having killed much larger ground hogs with 9 - 14fpe rifles I'm plenty confident with the 8pe limit.
