Final scene of picture--who was behind the counter?

This may already be common knowledge among film buffs, but in the final scene that showed Clint Eastwood's character sitting at the counter of the roadside restaurant, was that "Maggie's" mother behind the counter? I love the possibility that the family was redeemed after Maggie's death and turned into productive citizens. Too much to hope for and/or read into the scene?
