I was never sure what would come next either, so I guess that's where I'm lucky w/our EI team coming up with the goals ... I think they are the expert they should know what comes next LOL At the review could you ask them to be more specific on goals?
Do you have any of the books from Woodbine House? I really like the way the Gross Motor Skills book is layed out. It doesn't go through the chapters based on what age the child should be doing things at, but instead focuses on their skills. It gives step by step little goals that work up to the bigger goals. I think a book like this will really help in getting ideas for goals. Like at the end of each chapter it has a check list that you can check off of what they have reached; so if there were a couple things still needing work on you can work on that part, but still move ahead to the next chapter and work on what comes next.
