I just recently sold a few cards over on EBay and was surprised
by a transaction which I need to claim by Accept the payment.
My Paypal Personal account shows I'm still well under the $500usd
monthly receiving limit and the remaining limit for Debit or Credit
Card is at 5 transaction.
I have a personal account and do not intend to sell more than 20
card per year. From the info I have on my Paypal account, I am
well below the two limits requiring to upgrade to a Premium/Business
account.
I wanted to know if by accepting the payment it would automatically
upgrade my account?
Why Paypal is forcing me to upgrade account if it shows I'm under those
limits?
I got a reply from a Paypal representative, 4 days after I sent a message
asking for their explanations, and from what he said it seems I need to
upgrade after only 1 credit card funded payment?? The rest of the reply
was a bit nasty:
If you accept PayPal as a payment method, you must accept all types
of payments. If you offer PayPal as a payment option on eBay, but do
not upgrade your account to accept a credit card payment, you run the
risk of a buyer reporting you as a Non-Selling Seller, and that will
result to:
-- Listing cancellation
-- Forfeiture of eBay fees on cancelled listing
-- Limits on account privileges
-- Loss of PowerSeller status
-- Account suspension
Refusal to accept a payment after the auction has ended falls under
eBay's Seller Non-Performance policy which can be found at
http://pages.ebay.com/help/policies/seller-non-performance.html.
Sellers who offer PayPal as a payment option in their eBay listings
(either through logos or through text in the item description) must
accept card funded payments. Sellers must have a Premier or Business
PayPal account or be willing to upgrade from a Personal PayPal account
to a Premier or Business account upon receipt of a card funded payment.
Sellers may not communicate to buyers that they only accept account
balance or bank account funded payments, or will not accept card funded
payments.
Violations of this policy may result in a range of actions, including:
* Listing cancellation
* Forfeiture of eBay fees on cancelled listings
* Limits on account privileges
* Loss of PowerSeller status
* Account suspension
