OPC did it only for the 71 booklets. The dialogs of a comic book must fit the word balloons (it would be very hard to double up the text in it).
You can easily add text to the back or front of any card (unless it's a comic book)
Good topic as far as the hobby goes, but I must say that you're out of subject on this one Dan. If you want to go that way, compare the amount of $ Quebec puts in the federal system vs what it gets out of it and the net balance is better than most provinces (I think Quebec is 4th)!
That being said, I've always liked this kind of variation like the 1933-34 WWG english only vs bilingual version. I don't think it had anything to do with the law back then. It was just a question of demand and how popular the products were in Quebec. A good marketing team always tries to please the target customers to beat the competition. Upper Deck realised that too in the early 90's and was very successfull.
