It was called a Test set because it was a Hockey card set issued in the USA, were the other regular set was issued by O-Pee-Chee in Canada in a lot larger production.
Topps wanted to see if selling hockey cards would do well in the USA.
There is a separate Wrapper and Display box these came in that differed from the Canadian production.
So they definitely came in a pack with one gum.

There has been three display boxes discovered.
So we know the "Test" cards came in packs and display boxes.
