That is exactly what you are describing, an X1/9 replica built with modern techniques and technologies, on a tube chassis with carbon fiber. You've seen the project area right? From the main DF just scroll to the bottom of any page, and in the bulletins section see "Silhouette X1/9", it's almost exactly what you are describing.
Second, yes for a few tens of thousands you could develop a low budget kit, but it would never pass any of the relevant countries compliance regulations on a repeatable and mass-producable scale. Also you must keep in mind when they say "billions" that is referring not just to the cost of engineering, developing and manufacturing the platform itself, but also the cost of creating and starting up all the relevant production tooling and facilities etc. It could indeed take a sh*tload of money. I don't know about "billions" either, that is exactly what they said, but honestly, Fiat has been developing cars for a hundred years, how many cars have you or I mass produced? I am not saying they could probably do it cheaper if they tried, but I would be more inclined to believe their estimate than any of ours.
PS, the "Ferrari platform" thing was not serious. It would never happen, it was just an idle daydream not meant to be taken seriously. Just something to add more fodder for discussion, that's all.
I do think the bottom line is that Fiat should just WAIT on producing an X1/9 successor until they CAN afford to do it the RIGHT way, mid-engine, the way a true X1/9 successor DESERVES to be made, the way any person who has the slightest knowledge of the X1/9 would say it should be, WAIT until they CAN afford it, whether it costs thousands, millions, billions, whatever, WAIT until they CAN AFFORD IT. If they need a cash car to bring some money in on the cheap, I am sure they can think of other models for that, this one has so much potential, don't do it "however we can afford to"!! WAIT TO DO IT RIGHT!
