The Lotus Elise platform is in the GM family... Vauxhall... GM has a stake in Lotus... The platform can be made from steel, body panel skins in steel, put in Fiat components, interior, and voila... done..
X1/9 with a new body style. It would be difficult to make the Elise chassis a 2+2, but it could be done.
Otherwise, look into what it cost to develop the BMW 645i from an EXISTING platform!!! it was tweaked, and it still was over $500 mill or so.
Using an existing platform cuts the cost.
