I have decided that in order to be a "cheater" the mountain has to be 1000 feet lower than the neighboring State highpoint. Clingmans Dome is only 41 feet shorter than North Carolina's Mount Mitchell. Therefore using my rules the following highpoints are not cheaters:
Charles Mound
Hawkeye Point
Hoosier High Point
Mount Davis
Clingmans Dome
That leaves 14 Cheater Mountains:
