winchester 1000x odd design feature?

The end plug/rear spring guide has a stepped surface that the washers contact. never seen another air rifle with this? anyone know why its designed this way?

thats wrong,a casting error.Worth fixing as part of a tune

before you put a decent,hardened washer in to replace the butter soft one the factory uses.
