Coincidence?

That seems hard to believe to me --- I doubt anyone politically serious is behind it but it does seem to be a deliberate targetting (many hackers are Russians and many Russians are very anti-communist). One also doesnt know which sites were targetted but had decent enough security to prevent infection with this malware. That may account for why the CPB or Morning Star were not infected.
