"100 hundred times bigger" is something of an exageration. If it was even close to being true the existance of other groups wouldnt matter.

Who decided that the CPB is legally entitled to the hammer and sickle when they are not the oldest Communist organisation, nor the direct organisational successor to the CPGB? Who owns the hammer and sickle anyway?
"I cannot imagine any steps towards this being taken overnight." You could test the resolve of your own leadership by calling for them to meet with other Communist groupings as equals. The purpose of such meetings should be to find common ground, issue joint statements, take joint initiatives, and discuss differences in a comradely way. Any talk of premature uniting organisations should be nowhere near the table.
"when can it be done?" When the time is right; when the battles have been fought together. There are far more important things on the priority list to be done first.
