I see that a walk over was awarded to Ryan Cuskelly over Paul Davis in the first round maiin draw of the Australian Open.

Why was a Lucky-Loser not handed to one of the qualifiers if Paul Davis could not play?

Okay, the draw says "w/o" - that means walk-over. Which means Paul Davis did not step on court.

Can anyone put forward an intelligent explanation to why he didn't play, and why a Lucky Loser was not awarded to one of the qulaifiers?

Paul Davis withdrew on site after the qualification had started and as you can see according to the ruling above his opponent receives a walk over.

Well, thats the rules. Remember the world open in Cairo where they did the main draw after qualifying. By the time they did the draw James Willstrop was in a Cairo hospital, but he still got his money and his opponent got a bye!

I think that rule sounds reasonable. What happens if he turns up, plays one point, and then withdraws with an injury? Would you still consider it outrageous to pay him?
You want outrageous, try NBA basketball. Players who get injured after signing their multi-million dollar contracts often spend months and even years on the bench not playing a minute. And the team is required to continue paying him his millions while his salary still counts toward the salary cap which means they can't simply go out and buy new talent. Now that's outrageous!
