Alan, as long as the item is clearly labeled on the shipping paperwork as an airgun, there should be no problem with shipping it, and no special license required by the person receiving it, etc. I have bought quite a few airguns directly from private sellers in Europe with no difficulties.
Unlike most other countries, airguns are never considered firearms in the US, regardless of their power level.
This sounds like a very nice rifle. Speaking purely selfishly, I'd love for you to post photos of it!
