Works that way everywhere, here in Banff we have a pack of arseholes as well, nobody bothers to really do their homework, or in most cases even vote in civic elections. Little do they know that the civic election is typically the most important one as they are the people who have the most power over your day to day life.
That's how Cathy Smith got what... 3 terms in office? Most people will go to a civic election to vote for a mayoral candidate, and then will literally randomly select their alderman and school board candidates thinking that they have to fill in every blank.
