The criteria

The criteria is top level hockey. In Canada the CJAHL junior A is considered the top rung of amateur hockey under hockey canada's jurisdiction. Junior B, c etc. was not included in the record criteria. In the US, at one time the NAHL, AWHL, USHL were all considered the top run under US hockey amateur categorization. The CHL has its own governing body. The team from Phoenix was playing tier 3 hockey, equivalent to Canadian junior B. Still a great accomplishment, but the record there does not fall into the top rung junior hockey criteria. Penticton's record stands up among the top junior leagues (now or at the time it was recorded) in both the US and Canada.
