yo man try a product called barge cement. I've used it for re-soling climbing shoes before. You put a thin layer on both surfaces, let it dry to tacky, and then you press it together smooth with no bubbles and yer good to go.
The board has an EPS core covered by a laminate of epoxy resin and fiberglass. The the EVA foam on the deck us just for grip and padding, it is not structural. You are not making it clear if you have a delamination between the core of the board and the fiberglass skin, or the EVA foam on the outside is coming off the board. Hopefully it is the latter. If so just glue it back down with contact cement, or 3M laminate adhesive. Both work well. If it is the former that sucks. You have to repair it the same as any traditional surfboard, only you MUST use Epoxy resin. Polyester resin contains styrene wich will melt EPS foam.

Saw a grom out yesterday with a smaller similar board that he was able to caulk/glue the sides down around the circumference of the board, and he was having a blast. So hope is a good thing, b/c that board will ride again with the proper gluing.
